Job Purpose

SPARK South Sudan is implementing a project entitled “Generating incomes through a Market Systems Development (MSD) Approach. It is a 15 months’ project funded by Caritas Switzerland/South Sudan.

The overall goals of the project are to increase incomes of the target population and strengthen opportunities to facilitate more sustainable, inclusive growth. The Monitoring and Evaluation Manager is part of the SPARK South Sudan team.

The project has a strong learning agenda, which aims to also benefit CACH and the development community by generating knowledge and best practices on the effective implementation of the market systems development approach in South Sudan, paving the way for more sustainable initiatives on the HD-nexus.

The MEL Lead will report to the Team Leader (line manager) and the HQ M&E and Quality Assurance Manager (matrix manager) and will play a key role in monitoring, evaluation and learning of the programme as well as developing the logical framework.The M&E Manager will work closely with the Team Leader and the two Intervention Managers.The MEL Lead will also be part of SPARK's Global MEL Team, supporting the implementation of the organization’s 2030 Strategy

Main Tasks and Responsibilities

Under the immediate supervision of the Team Leader and the HQ M&E and Quality Assurance Manager , the MEL LEAD will perform the following tasks:

Monitoring, Evaluation, Reporting and Learning

  • Advice and capacity building to the programme’s team and local partner organisations on (day to day) planning, monitoring, evaluation, reporting and learning

  • Developing and implementing the programme’s logical framework

  • Development and coordination of MEL and Reporting plans for the programme

  • Developing data collection tools and research methodologies

  • Country output, outcome and impact data management (focus on quality assurance)

  • Support in impact measurement, programme evaluations and stakeholder satisfaction surveys processes

  • Maintain and update actors both private sector lead/focused innovations and public actors’ data base on monthly basis

  • Responsible for establishing baseline data for the programme

  • Consolidate all, monthly, quarterly, bi-annual and annual reports

  • Quarterly
    update all indicators performance on PIMs

  • Development and coordination of a country-learning agenda, in alignment with the SPARK Global learning agenda

  • Data analysis in topics related to the programme’s outcome, impact and operational efficiency

  • Facilitates a culture-shift within the S. Sudan operations, towards enabling a focus on impact

  • Input in global annual planning and quarterly/annual reporting processes

    Technical and project support

  • Organize, participate in and document-minutes of different programme meetings as well as follow up on action points

  • Support in scouting/identification of private sector lead or focused innovations who are willing and have the capacity to participate in the programme

    Networking and relationship building

  • Participate in representation of the organization in different coordination and strategic meeting with the government, partners, donors, etc

    Requirements and Skills

  • Advanced academic degree in Statistics, Agribusiness, Economics, Social Sciences, etc.

  • Minimum of 5 years’ relevant experience, including significant experience in monitoring and evaluation

  • Market system development experience will be an advantage

  • An entrepreneurial attitude and proven track record in relevant programme development

  • A people centric attitude and a team player with members of diverse backgrounds

  • Experience working in an international (development) organisation. Non-profit sector experience, private sector and experience working with states in conflict is considered an asset;

  • Experience working in South Sudan an asset

  • Full professional proficiency in English. One or more of the local languages spoken in South Sudan is strong advantage, especially Arabic
