Within the Eastern and Southern Africa region, SOS CV International is headquartered in Addis Ababa, Ethiopia and has member associations in Nigeria, Ghana, Ethiopia, Sudan, South Sudan, Somalia/Somaliland, Djibouti, Kenya, Uganda, Tanzania, Rwanda, Burundi, Zambia, Malawi, Zimbabwe, Mozambique, South Africa, Lesotho, Swaziland, Botswana, Namibia, Mauritius, Angola and Madagascar.
Job SummaryThe Regional Director of Program Development for ESAF is responsible for providing strategic leadership to the development and delivery of the programmes in the ESAF that is aligned and guided by the SOS Children’s Villages International global strategies.
Under the general direction and leadership of International Director Region (IDR), the incumbent ensures excellence in SOS CVI strategy and programme development, delivery of programmes, programme quality, monitoring and evaluation, internal and external advocacy and communication and immediate response of disaster and emergency in full alignment with the Countries’ Strategy in ESAF and SOS Children’s Villages global programme strategy.
She/he will ensure a consistent and effective flow of programme development, communications, information pertaining to SOS Children’s activities, keeping relevant teams up to date on all developments both internally and externally.

Key Duties and Responsibilities:
Strategic Leadership:
Provide strategic and technical leadership to design and implementation of strategies, programmes and projects in line with the overall SOS CVI global, Regional and Members Associations (MA) strategy by coordinating and engaging with the staff and partners, taking an integrated approach to policy change, campaigning and communications.
Ensure quality policy standards and organizational learning environment is promoted through monitoring the implementation of federation programme policies and quality standards in Member Associations (MAs); this includes training and supporting MAs on programme related policy implementation. Initiate and contribute to development of federation programme related policies, standards and guidelines; this includes working on regional supporting tools to fill gap areas and promote innovations.
Develop, lead and support the regional programme network consisting of national, regional programme co-workers, supporting cross-national, cross-regional knowledge sharing and steering national and regional development.
Ensure the consistent monitoring of programme quality in MAs and the execution of programme audits. Drive the active prevention of child abuse and the implementation of transparent reporting systems in MAs.
In a drive towards research, innovation and development this position supports programme development and promotes new innovations through initiating new pilot program in the MAs. This position encourages the MAs to liaise with the other MAs to ensure best practice sharing amongst themselves and to the region.
Ensure that there is a strong linkage between Advocacy, Communications and Programmes so that advocacy is evidence based and programme driven and projects are further strengthened and improved through advocacy and communications.
Oversee the lead in supporting the MAs in advocacy activities, mainly with national governments and build advocacy capacity. Promote advocacy activities, both local and international development cooperation and monitor external regional trends
Actively participate and work in collaboration with the strategy and programme department within the International Office.
Ensure the overview of the overall programme implementation with the quality standard and allocated time frame, especially with the standards of donors requirement.
In Managing of Human Resources in the program department, this position, lead the team of
co-workers in the function in the region, managing the performance and ensuring development of direct reports
Build strategic partnership with relevant organizations and key stakeholders that will assist the Regional Office in meeting its strategic agenda & outcomes.
Ensure there is good networking and communication with the donor communities.
2. Mentoring and Coaching
Lead, manage and provide capacity building support to employees in programme development by ensuring clear goals and accountabilities are established and achieved
Identify capacity gaps in programme development work with the MAs and the Region to address them
Foster a team environment, people management skills that includes diplomacy and also providing leadership and technical support as needed, support and evaluate direct reports regularly.
3. Dealing with Problems:
This position is critical and very strategic, dealing with diverse demands and pressure from different parts of the organization to often tight deadlines: Member Associations (MA), Programme locations, Regional Office and International Office as well as key stakeholders and partners within the region
The ability to prioritize and maintain focus while still demonstrating high levels of customer orientation are thus key for this position.

Knowledge, skills, abilities and behavioral competences:
Ability to oversee advocacy and communication role.
Highly skilled in assessment of operational gap in communication and Advocacy work in the region.
Ability to Cascade Action of Federation in Advocacy and communication.
Proven Skills in monitoring and evaluation of implementation of Advocacy work.
High Supervision skills to supervise advocacy and program team
Ability to continuously develop the capacity of regional and national advocacy team.
Ability to prepare and consolidate implementation framework.
Qualifications and Experience
A Master’s degree (or equivalent experience) in a human rights, children’s rights, strategy and advocacy, international law, political science or international development related discipline.
At least 10 years of senior leadership experience in senior leadership position especially in programme development, advocacy, campaigns, communications and government and stakeholder engagement mainly in Eastern & Southern Africa region
In-depth understanding of children’s rights, alternative care, community development, disaster and emergency response and management, and protection and/or investment in children.

Solid experience in policy and advocacy work with a non-governmental organization or international organizations.
Significant experience of leading or coordinating Programme development and disaster response.
Experience of international work environments and intercultural communication, including a strong understanding of NGO structures, the UN human rights system and how these operate
Networking skills
Knowledge and understanding of the African Union, European Union, UN and their role in social policies
Knowledge and understanding of the donor communities like DFID, USAID, NORAD, EU, UN, Corporates, etc
Experience of creating networks of influence, and an ability to manage diverse professional relationships, thereby securing significant new opportunities for the organization
A demonstrable ability to speak and communicate effectively, and to tailor messages to different audiences in different platforms. Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
