About the project
The Golden Line (GL) is a 5-year programme being implemented by 3 international NGOs - Solidaridad, Simavi and Healthy Entrepreneurs.
The project is working towards economic empowerment of women living in and around artisanal and small-scale gold mines (ASGM) in Ghana and Tanzania.
Women working in mines face discrimination at multiple levels. Men control and benefit from most resources – access to land for mining, incomes, credit, mining and household commodities – thus limiting women’s opportunities for economic and social development.
The responsibility to have (and care for) children, limited access to health services and prevailing sociocultural norms further prevent women benefitting from mining and other economic activities.
Beyond the mines, women’s opportunities to engage in economic activity and improve their status are affected by their limited access to health care, contraception and sexual and reproductive health and rights (SRHR) education.
Access to health facilities is low in areas around ASGMs and when present, an estimated 60% of facilities have inadequate capacity.
A lack of contraception and SRHR knowledge means that women are unaware of family planning, resulting in early and repeated pregnancies and threatening women’s health and economic productivity.
For the last 4 years the project has been working in carefully selected artisanal and small scale gold mines and mining communities in Geita region of Tanzania to improve working conditions for women within gold mines.
We have been also working closely with communities and women outside the gold mines to improve women’s status and abilities to engage in economic activities, increase their SRHR knowledge and create an environment in which communities, health workers and authorities recognise women’s health rights.
Fifteen (15) artisanal and small scale mines were selected as project mines in Geita region of Tanzania out of which 2ASMOs have both Cyanidation and mercury processes for gold recovery.
Solidaridad is using the Fairtrade gold Standard as a tool in its work with the mines.
The Fairtrade Standard is an international voluntary standard for gold that promotes responsible business practices such as formal and legal mining operations, human rights, labour rights and environmental protection, health and safety among others (www.fairtrade.org).
Objectives of the Study
The objectives of the study are
To Profile two mines indicating data on workforce, lifespan of mine and cyanidation process, production, sales, type of material being processed, legal status and other important information.
To conduct Gap Analysis for each of the 2 mines which we will be capacity building on Cyanidation process. The gap analysis on 2 mines will specifically determine how compliant the mines’ operation are in relation to the Fairtrade gold Standard requirements and how it can be improved in line with national cyanide management standard, international Cyanide management code and Fairtrade gold standard.
To recommend strategies to be adopted to assist the mines to meet the
national cyanide standard, international cyanide management code and Fairtrade Standard requirements.
Scope of Work
The scope of work are as follows
Review of relevant documents on small scale mining, GL Programme, Fairtrade Standard, International Cyanide management code, Tanzanian Cyanide management standard and any other relevant document;
Develop an inception report indicating literature reviewed, questionnaire for the field work and detailed work plan for the assignment;
Undertake field visits to each of the 2 project mines to collect basic statistics and assess the current state of the mine in relation to the Fairtrade Standard requirements, International Cyanide management code, Tanzanian Cyanide management standards i.e. General Conditions, Labour Conditions, legal documents and Environmental Protection;
Prepare and present a draft report of the study, indicating a brief overview of the Cyanidation process for Artisanal and small scale mining sector in Tanzania, Profile of each mine, Gap Analysis and recommendations on the way forward;
Present a final report, incorporating comments of the draft from the Client.
Suggested Approaches and Methodologies
The study will be based on data and information gathered from both primary and secondary sources. Secondary sources would comprise relevant project documents, commodity sector reports, and Government reports. Primary data will be collected from sampled beneficiaries and market actors in all the project sites.
The detailed methodology and field work schedule will be worked out in consultation with Solidaridad, partner organizations and the consultants during inception meeting.
However, the consultants will ensure the following steps:
Visit Geita office in Tanzania, and hold interactions with, Program Manager, M&E & Communication Unit and the core team to be acquainted with project, its activities and the proposed work.
Prepare a detailed methodology including questionnaires and checklist for focus group discussion and key informant interview as per the project document and project log‐frame (to be shared with successful consultant).
Deliverables
Submit inception report;
Conduct study and present draft report of the study; and
Submit final Report.
Expertise Required and Qualification
The Consultant /company must have the following expertise and qualifications:
Hold at least a Master’s degree in a relevant field if individual consultant
Knowledge and experience in the small scale mining sector in Tanzania;
Knowledge and experience in Cyanidation process for Small Scale Mining in Tanzania.
Knowledge and experience in working with International Cyanide management code, Tanzania Cyanide management standard and Fairtrade gold standard.
Proven research skills; and
Experience in undertaking similar assignments will be added advantage.
Duration
The assignment is expected to be undertaken not more than 30 days in September 2020 from the date the contract is signed.
Reporting
The Consultant will report directly to the Gold Programme Manager and work closes with the project team to undertake the assignment.
Confidentiality Statement
All data and information received from Solidaridad for the purposes of this assignment are to be treated confidentially and only be used in the execution of this TOR.
All intellectual property rights, including all reports, arising from the execution of this TOR shall be assigned to Solidaridad.
The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of Solidaridad.
