Social Impact Team Leader- Performance Evaluation of Police and Prison Activity USAID Tanzania Monitoring, Evaluation, Learning, and Adaptation Jobs in Tanzania



Responsibilities:

Evaluation Design Development, Data Collection and Analysis

  • Lead the design and planning of the performance evaluation for the Police and Prison activity on HIV and TB services within police and prison health facilities.

  • Support the development of a detailed evaluation plan, including objectives, methodologies, timelines, and resource requirements.

  • Conduct a comprehensive desk review of relevant USAID and Government of Tanzania policies, strategies, and documents.

  • Lead focus group discussions, key informant interviews, and administer questionnaires to healthcare workers at the facility level.

  • Lead data collection and analysis of data from government health information systems such as DHIS2, CTC2, and eTL.

  • Lead qualitative and quantitative data analysis to evaluate the performance of the health systems strengthening activities.

  • Synthesize findings to address the evaluation questions, focusing on relevance, effectiveness, efficiency, and sustainability.

    Reporting:

  • Prepare assigned sections of a comprehensive final evaluation report with detailed findings, conclusions, and actionable recommendations. Ensure the report is clear, concise, and accessible to the intended audience.

  • Engage with key stakeholders, including the USAID Tanzania Health Office, Ministry of Health, Ministry of Home Affairs, and local authorities, throughout the evaluation process.

  • Participate and present at the stakeholder meetings and workshops to discuss findings and gather input for final
    report.

  • Ensure the evaluation process adheres to the highest SI evaluation standards of quality and ethical conduct.

  • Implement data quality assurance measures to ensure the accuracy and reliability of collected data.

  • Prepare and deliver presentations on key findings and recommendations to the USAID Health Office and other stakeholders.

    Qualifications and Skills:

  • At least 8 years of senior-level experience working on evaluation/assessment, including past performance as an Evaluation Specialist, is desirable.

  • Advanced degree in Statistics, Epidemiology, Public Health, or a related field with strong quantitative and/or qualitative analysis skills.

  • Extensive experience designing and conducting evaluations, including quantitative and qualitative research methods.

  • Proficiency in statistical software (e.g., SPSS, STATA, R) and/or qualitative analysis software (e.g., NVivo, Dedoose).
