Activity ObjectiveThe four-year $16.6 million Ethiopia Performance Monitoring and Evaluation Service (EPMES) Activity aims to provide USAID/Ethiopia with project/activity external evaluation, performance monitoring, and performance management support services in alignment with the USAID Automated Directives System (ADS) and Evaluation Policy.
This contract assists USAID/Ethiopia and its partners to generate empirical data on project/activity implementation as well as foster learning and knowledge management to improve evidence-based project design and development programming.
General Scope of WorkThe purpose of this consultancy is to develop user-friendly, interactive, searchable, and readily accessible Google Drive-based Knowledge Management (KM) System to capture diverse types of knowledge and resources.
The consultant will also develop user manual and provides training to key staff on use of the KM Portal.
Expected tasks include:
Develop a prototype of the structure of the KM system using a schematic previously developed based on consultations and feedback from USAID, ensuring that the navigation map is user-friendly, interactive, searchable, and readily accessible via a Google Drive portal
Create interactive linkages between documents (e.g. Results Framework and Learning Agenda) with easy to use navigation maps to allow users to open a document and navigate through various linked resources in the KM system.
Test the KM system prototype
with the target end users and make improvements based on the user feedback
Work with USAID IT experts to link the KM System to the Mission’s intranet
Work with USAID IT experts to create a KM desktop icon on USAID’s intranet to facilitate easy access to the portal and to promote utilization
Develop the KM system user protocol
Develop the KM system administrator protocol specifying standard requirements and procedures for access, uploading, editing, and sharing of the KM resources and naming conventions. This will serve as the governance document
Conduct a Mission-wide demonstration/presentation of the KM system
Develop training materials on the use, maintenance, and administration of the KM Portal, including a PowerPoint presentation
Conduct training for SI technical staff and USAID KM system points of contact on the use, maintenance, and administration of the portal
Note that all products arising from this work will be the property of USAID
Job Requirements
Position Requirements:
Minimum of a Bachelor’s degree in Computer Science or Information Systems
Minimum of five years of experience working in the field of information management and system development or related field
Experience with KM Portal development using Google Drive is a requirement
Training and/or experience in web programming such as ASP.NET, JavaScript, JSP, HTML, XML, PHP, etc.
Familiarity with USAID project cycle, policies, regulations, and monitoring and evaluation methodologies and reporting requirements.
Proven experience and ability to effectively manage a varied work load, meeting tight deadlines and schedules.
Good interpersonal communication and good team player
The position is open to local and international consultants/firms
Reporting and Communication:
The consultant will report to the EPMES MIS Specialist and work closely with the EPMES CLA Coordinator to identify the key information sources of the KM schematic that need to be included in the portal.
The CLA Coordinator will facilitate communication with USAID counterparts for input and comment. Constant communication and feedback is required to ensure progress of quality outputs, and that the outputs meet the needs and expectations of Social Impact.
