Background:

SoCha is contracted to deliver the USAID/Kenya and East Africa (KEA) Localization, Inclusion, and Sustainability Activity (LISA) with the aim of assisting USAID staff and stakeholders to be more efficient, effective, transparent, inclusive, and skilled in achieving development outcomes.

To achieve this, LISA seeks to enhance USAID/KEA’s organizational project design; programming; Monitoring, Evaluation, and Learning (MEL) practices; diversity, equity, inclusion, and accessibility (DEIA) objectives, and mission-wide localization efforts by elevating local voices and co-developing and co-creating USAID/KEA programs with local partners, including marginalized populations, girls and women, and youth.

Scope of Work:

The LISA program, implemented by SoCha LLC, seeks a Technical Lead (Consultant) to provide overall technical guidance and support for an assessment on the HPN/USAID KEA Maternal and Newborn Health Program.

The assessment will be conducted in nine (9) counties namely Vihiga, Kakamega, Trans Nzoia, Kisumu, Homa Bay, Nakuru, Kwale, Turkana and Nairobi counties. The consultant will be contracted by SoCha and will report directly to the designated LISA staff.

Roles and Responsibilities:

  • Assessment Planning: Develop a comprehensive plan for the assessment, including objectives, methodologies, and timelines, and identify deliverables.

  • Data Collection and Analysis: Design data collection tools, oversee data collection, and analyze data towards the assessment.

  • Stakeholder Engagement: Collaborate and engage with stakeholders, conduct interviews, and gather insights and feedback.

  • Performance & Assessment: Assess service quality attributes, collate data, identify strengths and weaknesses.

  • Documentation and Reporting: Prepare clear, evidence-based reports and summary presentations with
    findings and recommendations and engage stakeholders in discussions.

  • Recommendations: Provide actionable recommendations towards improvement based on the assessment findings.

  • Quality Assurance and Compliance: Ensure ethical and regulatory compliance, data accuracy, and confidentiality.

  • Capacity Building and Training: Offer training to enhance data collection and analysis capabilities.

  • Communication and Dissemination: Share findings and recommendations with relevant stakeholders.

  • Cultural Sensitivity and Inclusivity: Approach assessments with cultural sensitivity and inclusivity.

  • Emergency Response and Preparedness: Support the assessment team in its readiness to address unforeseen challenges.

    Minimum Qualifications:

  • Doctoral or master’s degree in health/medical and social science related fields from a recognized university.

  • Over 10 years of expertise in maternal and newborn healthcare, experience in healthcare facility assessments, strong analytical skills, and the ability to communicate findings effectively.

  • Deep understanding of RMNCAH (Reproductive, Maternal Neonatal Health (MNH) Standards and guidelines.

  • Ability to diplomatically communicate and work effectively with a wide range of USAID implementing partners and stakeholders.
