Summary

The role involves supervising data flow, validation, and processing, encompassing both team members and field staff. It includes monitoring staff data collection for timely entry into the Management Information System (MIS) and providing necessary data-entry support to managers.

Additionally, it entails the development and upkeep of mobile data capture applications as relevant, as well as coordinating and training staff and partners in data-entry procedures. Ensuring the accuracy and timeliness of data entry to meet analysis and scheduling requirements is crucial.

The position also involves proposing and implementing enhancements to data operations and overseeing the comprehensive integration and traceability of all Monitoring, Evaluation, and Learning (MEL) data, such as baseline surveys, routine registrations, output monitoring, annual outcome surveys, and end-of-project impact surveys, within the MIS.

The Data Analyst is a member of the core GTI MEL activity team. The Data Analyst will report to the MEL/CLA Director.

Essential Duties and Responsibilities

  • Manage the GTI Management Information System (MIS) and ensure compliance with USAID Monitoring, Evaluation, and Learning (MEL) guidelines as well as corporate MEL policies. Collaborate with the MEL/CLA Director to develop local operating instructions and user guidelines for data capture, validation, quality review, and entry into the MIS. Additionally, provide training to enhance staff proficiency in data and system usage.

  • Lead the design and integration of additional tools and applications into the project’s MIS framework, responding to requests from management and technical teams. Ensure strict adherence to data quality standards and establish a comprehensive audit trail for all reported indicator data.

  • Oversee GTI architecture, navigation, user interfaces/forms, and permission levels for a substantial relational database. Adapt the system as needed to accommodate evolving requirements while ensuring alignment with Activity reporting and compliance mandates.

  • Conduct data analysis, generate MEL performance reports, and facilitate business intelligence for the Activity. Spearhead the development of data analysis, modeling, queries, and graphical visualizations to support reporting needs and provide real-time insights into project performance.

  • Interpret and analyze data visualizations that highlight Activity trends, strengths, and areas for improvement. Translate these insights into data-driven recommendations for management, aiming to enhance project implementation.

  • Assist the MEL/CLA Director in addressing ad hoc requests from HQ, project managers, technical colleagues, USAID, and other stakeholders by generating customized analyses, visual reports, and maps. Present data visualizations showcasing Activity performance to directors, managers, technical
    colleagues, and the communications team.

  • Provide technical support and troubleshooting to Activity staff for MIS and data visualization tools. Collaborate with MIS Specialists to implement advanced solutions. Offer feedback to the global Systems and Technology team to enhance MIS functionality and data management procedures.

  • Support Activity Adaptive Management principles and actions, including proposed adjustments to interventions, alliances, and strategies based on learnings. Demonstrate flexibility in response to change and refinement. Effectively communicate and negotiate ideas, concepts, perspectives, and alternative approaches and solutions. Positively influence others in support of these principles.

    Minimum Qualifications

  • A bachelor’s degree in computer science, Management Information Systems, Data Analytics, or a related field is required.

  • Minimum of five years of experience in relational database management, data analysis, and data visualization. Previous experience in data/system management is essential, with a preference for prior experience in managing large relational databases.

  • Excellent proficiency in PowerBI visualization and DAX functions.

  • Desirable experience with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data collection, GIS applications, GPS measurement data collection, and/or Tableau.

  • Preferred experience in designing and implementing Monitoring and Evaluation (M&E) systems for development projects.

  • Familiarity with USAID rules and regulations is advantageous.

  • Strong analytical skills, including the ability to gather, organize, and analyze quantitative and qualitative data for reporting and actionable recommendations.

  • Proficiency in M&E, including indicator design, measurement, monitoring, evaluation, and collaborative learning.

  • Effective communication skills, capable of engaging with individuals at all levels both internally and externally, even on complex or sensitive matters.

  • Strong oral and written communication skills in English, with the ability to write in a clear, concise, and well-organized manner.

  • Awareness, sensitivity, and understanding of local cultural issues, especially when representing a US-based agency.

  • Advanced computer skills in a Windows-based environment, including proficiency in Word, Excel, Outlook, Teams, and PowerPoint.
