Position Background

SoCha is contracted to deliver the USAID/Kenya and East Africa (KEA) Localization, Inclusion, and Sustainability Activity (LISA) with the aim of assisting USAID staff and stakeholders to be more efficient, effective, transparent, inclusive, and skilled in achieving development outcomes. LISA utilizes local expertise and seeks to partner with local entities with in-depth knowledge and networks in Kenya and utilize this expertise strategically.

The utilization of local expertise focuses on work objectives entailing close collaboration and interaction with local actors, including local indigenous organizations, counties, companies, institutions, and government.

One of the key goals of the USAID/KEA Mission is to enhance the capacity of local organizations in Kenya through localization. Towards this end, USAID/KEA would like LISA to perform invoice verifications for a USAID implementing Partner (IP) under the USAID/KEA Supply Chain Strengthening (SCS) project which procures, warehouses and distributes health commodities funded by PEPFAR and other global health programs.

As the SCS contractor, the IP is responsible for submitting invoices to USAID for two broad expense categories: 1) Procurement of Commodities, and 2) Procurement of Services.

SoCha is seeking an independent Finance Consultant to evaluate and validate all invoices generated and submitted to USAID/KEA for payment under the SCS contract. The reviews will verify whether each invoice faithfully represents eligible processes and expenses that are compliant with the terms of performance of the SCS contract.

Position Responsibilities

The Finance Consultant will assist USAID/KEA to:

  • Create a Standard Operating Procedure (SOP) for invoice review.

  • Create a standard reporting form to accompany each reviewed invoice.

  • Establish and maintain clear and efficient communication protocols with USAID/KEA to:

  • Obtain approval of the SOP, and the reporting form.

  • Receive notification of invoices available for review.

  • Clarify instructions, as needed.

  • Submit reporting forms of completed reviews, along with a clearance document.

  • Verify that each invoice is accompanied by complete supporting documentation supporting each payment.

  • Verify that the supporting documents themselves also demonstrate compliance with the SCS contract.

  • Review and validate the financial and procedural compliance of the IP’s invoices with stated contract requirements, applicable local laws, and regulations governing the administration of USAID funds.

  • Establish and maintain efficient communication channels with relevant IP staff to ensure rapid compliance with requests for documentation and other information.

    Qualifications and experience

  • Minimum of a Bachelor’s degree in a relevant field such as accounting, finance, or another relevant field.

  • A minimum of 15 years of work experience is required.

  • A minimum of 5 years of audit experience is also required.

  • Prior experience auditing USAID-funded projects and government/institutions of higher learning is preferred.

  • Certified Public Accountant of Kenya (CPA-K) training and/or qualification preferred.

  • Excellent knowledge of information and computer technology, with expertise in Navision accounting software.
