Background and Justification:
Soccer Without Borders Uganda (SWB), a registered INGO, has been operating in the Nsambya neighborhood of Kampala since 2008. Working with out-of-school refugee youth in Kampala, SWB supports refugee youth through a comprehensive youth development model that combines athletics (football), English Literacy and Mathematics classes, enrichment activities, and girls empowerment programming.
Soccer Without Borders currently supports 400 youth daily, ages 5-17, via its year round program based at its Community Center in Nsambya.
SWB is seeking a consultant to help us strengthen our English Literacy curriculum in order to better support our participants with learning English as quickly as possible.
Our participants receive 10 hours of classroom instruction each week. There are five levels of classes, ranging from Level 1/Beginner English to Level 5/Intermediate English.
Objective of Consultancy:
The ultimate objective of the consultancy is to produce a comprehensive, revised English Literacy curriculum for use in all academic class levels at SWB. The consultant will be responsible for reviewing SWB’s current curriculum and then revising it to better support our participants in accelerating their English language acquisition.
The consultant will work to combine the most effective and relevant components of SWB’s current curriculum with the most effective and relevant components of two identified NCDC approved curriculums.
Upon the completion of a new, comprehensive curriculum for the program, the consultant will design and help implement a teacher training plan to support SWB staff with effectively implementing the new curriculum.
Scope of Work and DeliverablesPhase 1 (March - April) Develop detailed work plan for Phase 1 with the Education Coordinator & Country Director
Review the SWB English Literacy/Numeracy Class Curriculum
Review the NCDC approved accelerated education curriculums (provided by SWB)
Review the appropriate Primary School curriculums (Ministry of Education) and Adult Literacy curriculums (Ministry of Gender) that relate to SWB programming levels
Develop and implement an interview process for level 4-5 participants and instructors
Draft a report on how the SWB Curriculum compares to the Ugandan and NGO curriculums, including strengths, short-comings and similarities, and detailed recommendations
Provide a formal recommendation on how to modify and improve the SWB class curriculums and incorporate input from Program Director, Education Coordinator, and other relevant SWB Staff
(Uganda Program and Headquarters Office)
Phase 2 (April-May) - Based on Section 1 findings:
Develop detailed work plan for Phase 2 with the Education Coordinator & Country Director
Collaborate with SWB English Instructors and the SWB Education Coordinator to revise/create comprehensive curriculum
Produce a final curriculum and scheme-of-work for each level of SWB’s English Classes
Design and help implement a teacher training plan that supports all SWB instructors to successfully implement the revised curriculum
Work relationships:
The consultant will report to the Uganda Program DIrector and the Education Coordinator. The consultant will also work closely with SWB instructors and coaches.
Payment Schedule:
Payment will be made upon successful completion of each Section of the above deliverables. SWB reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete or not delivered, or for failure to meet deadlines.
Qualifications of Successful Candidate
Currently living and eligible to work in Uganda (Required)
University degree in education, education administration or a relevant field
At least five years of progressively advanced professional experience, ideally within the Uganda School System and/or an NGO working in the field of Education
Proven Curriculum development expertise
Proven classroom teaching experience
Experience with English Language Learners and knowledge of best practices for English Language Development
Proven familiarity with the Uganda School System and its primary school curriculum
Familiarity with Refugee Education in Uganda and projects associated with refugee education
Excellent verbal and written knowledge of English is required
Strong knowledge of MS Word is required; Powerpoint and other computer skills highly desired

All materials developed through this consultancy will remain the copyright of SWB, and SWB will be free to adapt and modify them in the future. All documents related to this work must be provided to SWB at the end of the consultancy and deleted from the personal files of the consultant. **
