Job Description

The LIWAY programme aims to contribute to sustainable poverty reduction and social stability in Addis Ababa by increasing incomes primarily for poor women and youth through improved wage and self-employment opportunities.

Financed by Sida, the LIWAY programme is implemented by a consortium of partners comprised of SNV Netherlands Development Organisation (consortium lead), Mercy Corps, TechnoServe, and Save the Children International.

The programme works in four interrelated market systems, which were selected based on their relevance to poor women and youth, opportunity for positive impact, and feasibility of the intervention. Each system is led by a consortium partner.

As per the grant agreement (article 6), the corporate partner (SNV) and Swedish International Development Cooperation Agency (Sida) together with the consortium partners should conduct midterm reviews and annual evaluation of the Livelihoods Improvement for Women and Youth (LIWAY) programme.



Accordingly, the midterm review (MTR) was conducted from 26 April to 07 June 2021 by Fair and Sustainable Ethiopia. The MTR has generated critical findings and recommendations for the programme and served as an important learning platform. This Term of Reference is prepared by the lead consortium partner (SNV) for Sida’s no-objection to conduct final independent evaluation of the LIWAY programme as per article 6, sub article 6.6 (b) of the
grant agreement.

Job Requirements

Overall competencies:

  • Strong knowledge of MSD approach and at least five years and above of recognised knowledge and experience in evaluation of MSD programmes.

  • Very good knowledge and experience in evaluation methodologies - quantitative and qualitative.

  • A strong record in designing and conducting/leading programme evaluations

  • Experience and knowledge in areas related to LIWAY priority market systems (labour, Micro and Small Enterprises, Medium and large enterprises, and skills development).

  • Experience in urban context, youth, and women programmes; Gender equitable composition of teams with knowledge on Gender and social inclusion.

  • Preferable experiences in Ethiopia, more specifically in Addis Ababa is a plus.

    Education

  • Masters degree or above in relevant disciplines: Economics, Business, Financial systems, urban development, labour markets; sustainable enterprise development, etc.
