SNV NGO Procurement Consultant Jobs in Kenya

Responsibilities
Familiarize themselves with current SNV Kenya’s procurement policy and practices;
Review other background documents;
Ensure a participatory process when coming up with a revised procurement policy;
Identify and recommend the necessary procedures, practices and training to build capacity gaps and strengthen the operational systems related to procurement;
Facilitate the training of staff member(s) on the new policies and procedures.
The consultant will be expected to deliver, at the minimum, the following outputs:
An inception work plan within 2 days of commencement of the assignment;
A revised policy;
Training workshops for staff on the new policy and a report on the same.
Proposal Submission
Interested qualified consultants are invited to submit a proposal that includes the following:
An understanding of the requirements;
Methodology and work plan for performing the assignment;
Project delivery plan;
Team composition and task assignment
Detailed reference list indicating the scope and magnitude of similar assignments;
Relevant services undertaken in the past three (3) years;
Registration and other relevant statutory documents;
Technical and financial
proposals will need to be submitted as separate documents. Financial proposals for non-qualifying technical proposals will not be opened.
Supervision
The consultant will report to the Finance and Support Services Manager but work closely with the operations officers who will be their contact persons within the organization.
Qualifications
Master’s degree in business management or related field;
Professional qualifications like CIPP, CAPP or CPSP-K;
At least 5 years relevant working experience with an international non-governmental organisation;
At least 5 years relevant working experience in projects;
Demonstrated knowledge and understanding of donor regulations and compliance issues related to management of donor funds;
Excellent communication skills.
