Job DescriptionSNV Ethiopia is currently seeking a qualified consultant to:
Conduct market systems analysis and designing of the programme including scoping and selection of market systems, conducting detailed analyses of the selected market systems to identify root causes constraining its functioning, and finally to design market based interventions to improve performances of the selected market systems to better create more job opportunities and access to urban poor people, primarily women and youth in Addis Ababa city administration; and
Provide training on the Making Markets Work for the Poor (M4P) approach for the key programme staff and coaching them practically through involving them in programme design process.
Qualifications
Overall competencies
· Substantial experience in different programme design and coaching its implementation, primarily on urban livelihoods improvement with special focus on women and youth;
· Practical experience and expertise applying the Making market work for the Poor (M4P) approach for programme design and coaching implementation;
· Experience applying the above two areas in Ethiopian context is a requirement;
· Excellent inter-personal and communication skills with proven analytical ability and participatory skills necessary to provide adult trainings and coaching of programme staff on practical learning process, for effective communication with all key market actors during the diagnosis study; open for creative and/or divergent ideas consideration, and to effectively facilitate probing workshops to be conducted at different steps and levels;
Committed to avail minimum required number of working days (physical availability; part of it as needed for team sharing and joint actions); and
Willing to align his/her plan with SNV/LI-WAY plans.
Technical/Education
· Master’s Degree or above in relevant discipline: international development, business, economics, trade, financial systems, urban development, labour markets; etc.

Overview of the position
The Cluster coordinator under the supervision of the Project Manager will coordinate project activities of the three IPs (SNV, TWA and DOT) and possible sub-contractors in respective clusters. S/he will closely work with respective woredas key government stakeholders for the successful implementation of the project activities.
S/he is responsible to provide technical support to staff under her/ his supervision & administer resources allocated to the project in respective clusters and ensure integration and cross learning among project components.
S/he is expected to frequently travel to woredas for monitoring and support.
Key Responsibilities
Develops annual implementation plans for the cluster in collaboration with implementing partners;
Support the development of M&E plan and its implementation and work with regional M&E officer and technical team to set and achieve project targets;
Facilitates the learning cycle as part of the PMEL plan among the
implementing partners at cluster level, and reports the same continuously to the Regional M&E Officer;
Organizes, coordinates and facilitates training, review meetings and other events;
Convene and/ or participate on cluster based meetings and joint monitoring visits and ensure proceedings are maintained and minutes signed;
Conduct routine supportive supervision and regular data quality assessments;
Qualification and experience
First degree and above in engineering (water, irrigation, civil etc), Business administration, development studies, and other related field of study;
Minimum of five years experience in coordinating water and/ or Agriculture projects. Experience with international NGOs is an asset;
Proven programmatic and technical capacity;
Knowledge of local context and experience working in the region;
Must be willing to travel frequently to project activity Woredas and Kebeles and flexibility to use public transportation when needed;
Candidates with experience in Water supply and agriculture projects would be given advantage.
Proven ability in data analysis, program financial management and report writing;
Skills
Excellent interpersonal communication skills to coordinate and collaborate effectively with governmental and non-governmental partners;
Creative and having entrepreneurial mind-set.
Proficiency in written and spoken English;
Excellent facilitation and communication skills;
Skills and experience in computer applications and utilization;
Must be able to work with minimum supervision and have strong interpersonal skills and skills to promote teamwork;

Overview of the position
The M&E Officer will support the project manager in all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for the project.
S/he will provide technical field support to field staff on M&E issues, work closely with project teams to assess field conditions and facilitate the collection of quality data.
S/he will collaborate with the Program Development teams as assigned by the project manager in reviewing and preparing monthly, quarterly and final narrative and financial donors’ reports.
Additionally, s/he will work with other members of the team, as need be, on grants writing and set up, follow up of program expenses and indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the project manager.
Key Responsibilities
Support all M&E initiatives for assigned project including
Monitor all project activities, expenditures and progress towards achieving the project output.
Support the project manager in defining and implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
Assist the project manager in proposing strategies to increase data use and demand amongst project staff.
Qualification and experience
Bachelor’s Degree in Business Administration, Economics, Information Management, or other relevant academic background (essential), Master’s Degree (desirable)
At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs (essential)
In-depth knowledge on MIS, M&E and development issues
Skills;
· Good level of proficiency in Windows Excel and quantitative analysis
· Expertise in analyzing data using statistical software
· Ability to design M&E tools, surveys, surveillance systems, and evaluations
· Demonstrated ability to train and build capacity of others
· Strong interpersonal skills
