  • SIHA Network is implementing a ten-month project titled “Supporting Grassroots Action Against Sexual and Gender-Based Violence in Wau, Western Bahr El-Ghazal”, South Sudan, starting September 2020 funded by International Office of Immigration (IOM). The 10-month program aims to respond to and prevent SGBV in Wau through the creation of Community Action Groups in six of Wau’s neighborhoods.

  • The project has proposed two outcome areas that include; improved access to GBV response services in underserved locations; and the protective environment is strengthened, including contributing to change of harmful and inequitable social and gender norms and behaviors that promote GBV and SEA.

  • These outcomes will be achieved through strengthening of Action Groups to enable them provide survivor-centered response to SGBV and raise awareness on SGBV and its prevention.

    Project Goal

  • The project seeks to support the creation and sustaining of grassroots mechanisms to promote community response to and prevention of sexual and gender-based violence in Wau.

    Assignment

  • The consultant will work in Wau, South Sudan in collaboration with SIHA South Sudan staff and the IOM staff to conduct a baseline study including Identification and documentation of community services and structures that exist to respond and prevent Sexual Gender Based Violence (SGBV).

  • At the minimum, the study will establish the baseline for the project’ required indicators for measuring project performance and benchmark existing conditions for the proposed project interventions.

  • Examine the level of access to Gender Based Violence (GBV) response services/level of access to GBV response services in the underserved locations.

  • Identify existing harmful and inequitable social and gender norms and behavior

  • Establish if the available service providers demonstrate and practice safeguard accessibility to minimum health services for survivors.

  • Assess the capacity of GBV service providers to implement GBV laws and manage GBV cases.

  • Identify existing mechanisms to
    promote equitable gender norms and behaviors that enhance Gender Based Violence (GBV) and Sexual Exploitation and Abuse (SAE)

  • Identify existing service providers available and the type of prevention services provided/response.

  • What are some of the existing GBV services/community services?

  • Assess the level of engagement of community networks to address GBV

  • Evaluate the referral networks, linkages and services for GBV survivors/What are the existing referral pathways?

  • The nature and forms of violence that exist in the targeted communities

  • The level of knowledge on existing referral pathways, GBV services and mental health.

  • Assess the level of awareness on GBV and SEA within the communities in the area of the study by other stakeholders.

    Required Competencies

    Minimum Education

  • Master’s Degree

  • Strong combination of academic studies and relevant research/work experience in the fields of social science, monitoring and evaluation, peace-building, or human rights;

  • Familiarity with both qualitative and quantitative research methods, and the ability to combine data collection methods to achieve impact;

  • Knowledge and experience of Gender equality and Youth Participation

  • Demonstrated experience development of tools for identification and formation of community groups

  • Excellent communication skills in both English and Arabic, and strong writing skills in English.
