Position: Regional Finance & Support Services Officer (RFSSO) (24 months Fixed Term Contract)
Location: Nairobi, Kenya or elsewhere within the East, Central & Southern Africa Region

The Regional Finance & Support Services Officer will, under the direction of the Regional Finance & Support Services Manager (RFSSM), be responsible for enhancing the East, Central & Southern Africa region’s financial management and compliance by providing support and guidance to Country Offices in financial management, monitoring compliance to financial policies and procedures and supporting implementation of policy and audit recommendations, providing back-end support in financial management of donor contracts, direct support to regional partners and support the building and strengthening of financial and administrative systems.
The RFSSO will work collaboratively with the RFSSM, global teams and Country Office financial management to review and strengthen the existing financial and administrative systems, policies and processes in place throughout the region.
They will work closely with Country Offices to support implementation of internal and external audit recommendations, provide ad-hoc direct support in Finance and Support Services to Country Offices when required and review drafted project financial reports and confirm their alignment to Sightsavers internal accounting requirements.
They will also support Country Offices as needed on; donor budgets, implementation of partner organisations monitoring/financial review visits, perform timely first reviews of monthly management reports and providing administrative support as required.
In addition to the above, they will perform the administrative role for services provided from the region, such as oversight on insurance covers for Country Officers as well as support recruitment and induction of finance and support services staff in the region.
The role requires substantial experience in financial and grant management and working in partnerships with governmental agencies and civil society organisations. Experience in an International Non-Governmental Organisation (INGO) environment would be an advantage and successful candidates will need to have a relevant professional accounting qualification or degree in Finance/Accounting.
Experience of programme/project management and administration is preferred alongside demonstrable experience in project finances including budgets and data analysis.
Key accountabilities:
Works in collaboration with the RFSSM, country office finance and global teams to
drive the agenda for finance & support services management in the region.
Supports
Country Offices through email, telephone correspondence and visits as needed to
build required capacity.
In collaboration with RFSSM, global teams and Country Office financial
management, reviews and strengthens the existing financial and administrative
systems, policies and processes in place and support implementation of new/
revised systems throughout the region.
In collaboration with RFSSM, works closely with Country Offices to support
implementation of internal and external audit review recommendations, as well as
provides additional direct support in Finance & Support Services to Country Offices
and when required, either remotely or in the country.
Performs periodic desktop reviews of Country Office compliance levels to establish
current status of implementation of internal and external audit recommendations and
establishes additional support needed to fully implement audit recommendations.
Reviews drafted project financial reports from Country Offices and confirm their
alignment to Sightsavers’ internal accounting requirements as well as donor’s
requirements.
Engages and actively follows up with relevant Country Offices’ finance
staff to address any issues raised before onward submission for
second review by
relevant staff in the head office.
Supports Country Offices as needed on development of donor budgets, budget
realignments, reviews and provides feedback on these.
Works with Country Offices on implementation of partner organisation’s monitoring/financial review visits according to agreed plans and supports offices in conducting
such review visits as may be needed from time to time.
Performs timely first reviews of monthly financial checklists and management reports
submitted by the Country Offices and manages the relevant templates and provides
the feedback to country offices on their performance.
Collaborates with RFSSM to
continuously improve the month-end financial review process.
Provides administrative support as required to any country offices which lack local
capacity and may on request be required to temporarily stand-in for finance staff at
the Country Office’s location.
In line with this, also supports the RFSSM in setting up
of new/ revised Country Office finance & support services structures as and when
required.
Supports the year-end audit processes and any donor instigated audits in Country
Offices.
Performs the administrative role for services provided from the region, such as
oversight on insurance covers for Country Offices.
Supports recruitment and induction of finance and support services staff in the
region.
Any other duties as assigned by the line manager, which are broadly in line with the
above-mentioned responsibilities.

Qualifications and experience:
Relevant professional accounting qualification or degree in Finance/Accounting
Minimum of 8 years working experience ideally in an International NonGovernmental
Organisation (INGO) environment. Experience of audit and government organisations would also be advantageous
Minimum of 4 years’ experience in financial management, programme/project
and grant management and administration
Demonstrated experience in project financial management, budget and data analysis skills
Excellent communication and inter-personal skills (both oral & written)
Ability to work with minimum supervision
