Sightsavers is looking for external evaluator(s) to conduct a joint end term evaluation of two of its projects. The economic empowerment of youth with disabilities in Uganda and Improving livelihoods for youth with disabilities in Uganda and is calling for an expression of interest to undertake a joint end term evaluation of the two projects.
The economic empowerment of youth with disabilities in Uganda commenced operations in August 2016 and was funded to the sum of €909,730 over a four year period. The project main target group is youth with disabilities. The project’s goal is to support youth with disabilities to gain employable skills, which aims to increase their opportunities for employment and increase their access to financial services. It works to build the capacity of disabled people’s organisations (DPOs) and their youth committees, to advocate for the needs and rights of youth with disabilities at district level and to call on accountability to policies linked to economic empowerment. The overall objective of the action is the economic empowerment of female and male youth with disabilities in Buliisa, Hoima, Masindi, Kiryandongo and Nwoya districts in Uganda.
The specific objectives of the action that will contribute to the overall objective are:
Increased number of female and male youth with disabilities in the five project districts with employable skills
The environment in the project districts is more conducive to the economic empowerment of youth with disabilities
DPOs strengthened to enable the economic empowerment of youth with disabilities
Improving livelihoods for youth with disabilities in Uganda commenced operations in August 2017 and was funded to the sum of £399,977 over a four year period. The project main target group is youth with disabilities. This project builds on the strengths of the Economic Empowerment project. The additional activities are organised around the objectives of the Economic Empowerment project.
Together the projects aim to reach 790 youth with disabilities with vocational and/or business and soft skills training including financial literacy skills.
Purpose of the Evaluation
The end term
evaluation will review the achievements of the projects against objectives and outputs as detailed in the project documents. Specifically, the evaluation will focus on understanding what have been the key successes and challenges in the implementation of these projects. The evaluation should clearly identify learning for use in other projects and programmes. The evaluators will be guided by specific evaluation questions jointly developed and drawn along the Development Assistance Committee’s (DAC) evaluation criteria. The evaluator(s)/team are expected to conform to these criteria.
Please note that the scope, methodology and timing of the evaluation will require some flexibility in order to adapt and respond to the unfolding Covid-19 pandemic.
The evaluation is expected to take place between: August 2020 and March 2021
The final report should be available no later than 8th March 2021
The lead evaluator should possess extensive MEL and projects/programme expertise in the field of social development and in conducting large scale evaluations. S/he should have a disability or social inclusion background, and demonstrate a comprehensive understanding of broad issues that impact gender, disability and marginalisation. . Sensitivity and awareness when working with youth with disabilities is a must and the consultant should have considerable expertise in social and economic programming and working with people with disabilities/marginalised people (preferably youth) in a lower middle-income country (LMIC) context. The evaluator can propose to work with a team and should include personnel with professional background and extensive experience in social inclusion.
