Job SummaryThe Director will be responsible to the Board Secretary/Chief Executive Officer for overseeing, driving and coordinating reforms and transformation process in the County public service.

Duties and Responsibilities
Overseeing, driving, coordinating county public service transformation;
Institutionalizing Result Based Management (RBM) and Rapid Results Initiative (RRI) in the County public service;
Institutional Capacity building on Reforms and transformation;
Business Process analysis, mapping, modeling and Re-engineering (BPR);
Facilitate capacity assessment and development of County Departments;
Facilitate development of County public service operating standards.
Develop and coordinate County Public service strategic partnerships;
Inculcate transformative leadership and change management in the County Government;
Promote transformative values and ethics in the County public service;
Undertake research, innovation and develop and implement best practices on public service transformation;
Develop knowledge management infrastructure and emeritus policy;
Develop and maintain database of reforms and Reform champions;
Undertake customer satisfaction surveys on service delivery.
Undertake Information, Education and communication on Reforms;
Monitoring, Evaluating, Reporting and Learning the impact of transformation policies and programs, in the county Departments.
Requirements for Appointment
Bachelor’s degree from a recognized University preferably in Business Administration, Law, Industrial Relations, Human Resource Management, Economics, Statistics, Sociology, Research or any other relevant area;
A Master’s degree in relevant areas will be an added advantage;
Minimum of fifteen years (15) years relevant professional experience, five (5) of which must be in senior management and leadership position in a large reputable organization in public or private sector;
Have excellent Transformative leadership, management, and administrative
awareness, interpersonal, oral and written communication skills;
Have demonstrable proficiency in the use of modern technology based information management system;
Have a firm but pleasant personality;
Knowledge and experience in Public Service Transformation is an added advantage.

Clearance from the Ethics and anti- corruption commission
Clearance from the CRB.
Certificate of Good Conduct from the police
