Proposal Objective: Social Impact is responding to a Request for Task Order Proposals (RFTOP) for the USAID/Rwanda Collaborating, Learning, and Adapting (CLA) Activity.
Through this mechanism, USAID/Rwanda seeks to improve its application of MEL and CLA to achieve the development outcomes articulated in the CDCS.
The CLA Activity will support the following high-level performance and management results:
Capacity of USAID/Rwanda Mission staff to apply strategic learning and adapt as needed while implementing the CDCS 2020-2025 enhanced.
Utility of USAID/Rwanda’s data and evidence base to guide adaptation and implementation of the CDCS 2020-2025 improved.
Strategic collaboration and facilitation among USAID/Rwanda staff, development partners, and external stakeholders expanded and improved.
Hubs Approach reinforced through strategic collaboration and facilitation in up to five Hub districts.
USAID/Rwanda’s use of and support for local monitoring, evaluation, learning, and adaptation expertise expanded and strengthened.
Position Description:
SI is seeking a Chief of Party for the upcoming USAID/Rwanda CLA Activity. The COP will provide the vision and overall leadership to the team and will have principal responsibility for overall project management and technical operations to ensure that the objectives of the project are successfully met.
This is a full-time position based in Kigali for the five-year period of performance, contingent upon contract award.
Responsibilities:
Serve as the primary point of contact with the USAID/Rwanda
TOCOR.
Provide overall leadership and manage efforts to achieve the activity results.
Guide day-to-day implementation and management of the Activity to ensure timely, relevant, high-quality services.
Hold overall responsibility for ensuring that all activity tasks are completed and the objectives of the Activity are successfully met.
Supervise the work of all personnel assigned tasks under the Activity
Ensure timely, accurate, and user-friendly reporting on the progress and status of all services provided under the Activity.
Ensure USAID compliance and integrity of Activity operations.
Facilitate communication and close coordination with all stakeholders of the Activity.
Qualifications:
Advanced degree in management, international development, or a related technical field with at least seven years of progressively increasing managerial responsibility in managing large comprehensive activities (preferably at a COP or equivalent role).
A graduate degree may be substituted by a bachelor’s degree and seven years of relevant experience.
Demonstrated experience managing relationships with senior executives of various stakeholders.
Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the Activity.
This includes presenting to USAID and other stakeholders the vision and progress of the activity towards achieving its goals.
At least five years of experience living and working in Sub-Saharan Africa (preferably Rwanda).
