Is it possible to pass a scholarship to another person?



According to how I understand the question, it cannot be possible because the information used to apply for the scholarship belongs to you as a person which can defer from the other persons information.

If possible, the other person can apply for a scholarship instead of having to face the consequences if the step above is to be considered.
