Sense International Consultant for End of Project Independent Evaluation Jobs in Uganda
Sense International is the leading global charity supporting people with deaf blindness in Bangladesh, India, Nepal, Tanzania, Peru, Romania and Uganda.
We work with local organisations and governments to identify people with deafblindness and empower them with appropriate educational, health and vocational services to enable them to participate in and contribute to their communities.
In order to ensure a lasting and sustainable impact we invest in local professionals and organisations, influence governments and advocate for change.
We are currently looking for a consultant for an end or project independent evaluation, for our current programme Establishing Early Intervention Services for Infants with Sensory Impairments in Kenya and Uganda.
Over 3 years, the Sense International project is supported by funding from DFID UK Aid Match, the UK public, Jersey Overseas Aid and several Trusts.
An end of project independent evaluation is required in accordance with the project plan, to provide an external assessment on the overall impact of the programme, in addition to our own monitoring and evaluation.
Objectives of the Consultancy:
a) To assess the extent to which the project Outcomes and Milestone targets have been met by the end of the project through a wide-ranging consultation.
b) To measure the project against key assessment criteria of Relevance; Effectiveness; Efficiency; Sustainability; Impact
c) To document lessons learned.
d) To account to beneficiaries, partners and donors on the achievements and challenges.
e) To make recommendations for future projects and strategy (short-term, medium-term, long-term), including priorities for potential future investment.
The evaluation should cover the full duration of the project implementation, which is from 1st April 2016-31st March 2019.

Essential Experience Significant knowledge and experience of project evaluation.
Good knowledge of Kenya and Uganda, including the health sector.
Excellent written English.
Understanding of disability (including multiple disabilities and deafblindness).
Expertise evaluating multi-country projects funded by institutional donors desirable.
Ability to travel within Kenya and Uganda within the given timeframe.

Please note that fees, including payment terms, are to be agreed with the evaluator selected. In addition, to the evaluator’s time, we can cover travel related costs (travel, accommodation and subsistence for the evaluator to visit partners in project locations.
The total budget available is £3,974 (approx. £3,012 consultancy costs; £389 in-country/regional travel; £573 accommodation/subsistence).
