Program Overview

Each year, an estimated 112,000 children in Uganda will have hypoxemia or low levels of oxygen in the blood. Without appropriate treatment, it is estimated that up to 30,000 of these children will die.

Hypoxemia is a life-threatening condition, correlated with disease severity, and increases the risk of death by up to 5.4 times.

Access to oxygen is essential in a health system, and oxygen therapy is required across a wide range of conditions, including pneumonia, sepsis, malaria, obstructed labor, and birth asphyxia.

Availability of oxygen varies significantly, and is often complicated by inadequate provider knowledge on administration of oxygen therapy, scarcity of equipment, and where available, it is often non-functional.

Newborns and young children are especially vulnerable; ~20% of neonate admissions and ~13% of pediatric pneumonia cases require oxygen therapy.

CHAI supported the government of Uganda to develop the oxygen scale up plan and helped prioritize actions for immediate attention.

Some of the priorities identified include strengthening providers’ capacity to manage hypoxemia, ensuring continued functionality of the oxygen equipment though proper repair and maintenance; improving the distribution of oxygen leveraging off the newly constructed plants and sustainable financing for distribution.

With funding from ELMA and Bill & Melinda Gates Foundation; CHAI will support the government accelerate implementation of the prioritized activities outlined above; in a scalable and sustainable way.

Position Description

Under the supervision of the Program Manager, Expanding Access to diagnosis and treatment of Hypoxemia, the Senior Associate will be a critical contributor to the team’s initiatives.

They will be responsible for a wide variety of tasks, from quantitative analysis to collaborating with stakeholders including Ministry of Health to build workable and sustainable solutions to strengthen/improve the health care system.

CHAI is seeking a highly motivated individual with outstanding technical and analytical capabilities. The Senior Associate must be able to function independently, flexibly and have a strong commitment to excellence.

Responsibilities

Support development of the overall MEAL framework for the Expanding Access to diagnosis and treatment of Hypoxemia program and ensure alignment with MOH strategic goals and priorities

Provide support in the design and development of M&E tools, operations, KPI reporting framework that will generate credible, actionable and timely information (Knowledge management)

Closely monitor progress towards targets and support the program to modify/refine implementation as needed to achieve/exceed targets.

Working with the Program Manager, provide oversight for implementation of key MEAL activities including training, developing M and E budgets, supervision of data collection processes, and conducting analyses.

Ensure Monitoring and Evaluation information and resources are current, available for staff, and widely disseminated
Working with Program Manager, support budgeting and expenditure tracking for M&E activities

Develop and implement team-wide performance management approaches to ensure an effective M&E and performance management work stream while ensuring strong linkages to overall program objectives

Document best practices and lessons drawn by the program in the implementation of the program; production of regular M&E reports for CHAI and communicate main findings and conclusions through technical working groups and other meetings in a way that serve as helpful input for MoH.

Qualifications

Bachelor’s degree in business, statistics or a related field

At least 3-5-years of working experience in in a demanding results driven environment, with increasing levels of responsibility and leadership

Demonstrated experience managing complex projects involving multiple teams, including priority setting, planning, budgeting, performance review and management; and influencing with limited authority

Advanced proficiency in computer packages such as Microsoft Office: Excel, PowerPoint, and Word. Experience with statistical analysis packages such as STATA , EPI info, etc.

High emotional intelligence, patience and thoughtfulness even in high-pressure, stressful situations

Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills

Demonstrated capacity to synthesize data into an effective presentation of results for a variety of audiences

Excellent communication and presentation skills

Exceptional time-management, with an ability to manage multiple tasks under tight deadlines

Advantages

Experience working in management consulting, or similar fast-paced, output-oriented environments

Experience working and communicating with government officials and multilateral organizations in developing countries

Extensive understanding of and experience with M&E technical concepts
