Scholarships in Medical Courses

My 24 year brother lives in Sierra Leone and was studying Medicine but lacked funds. I would like him to apply for a grant that will enable him study in another institution abroad.

Can you advise me on what and where he can go to obtain a scholarship or grant to study? What is the competition or chances of securing one?
