Scholarships and Grants

I am currently pursuing a long distance course in Poverty Reduction, Policy and Practice from the University of London. I got a loan to pay my tuition for the first year with a hope of securing a scholarship along the way but this has not materialised. I'm supposed to pay for my second year but I don't have the money. Where I can get a scholarship or a loan with low interest rates?
