Scholarships and Grants Inquiries

I would like know if one has to get an offer of admision before applying for a scholarship or have the scholarship before applying for a programme. I am always confused about this. Please help.

For some scholarships, sponsors prefer you get admission in their institutions before applying for funds. However, there those that do not require you to have admission to apply for sponsorship. Therefore, any way you would like to have it, there is an option!
