Scholarships and Grants for Liberia

Why is Liberia excluded from the list of African countries when it comes to selection criteria, and how can we apply from Liberia which has just emerged from war and need these scholarships?

It is only that most scholarships for Africans are given to the common wealth countries but definitely there are available scholarships for other countries including Liberia. Kindly search for a scholarship that qualifies you for funding considering where your home country.
