Job DescriptionRole Purpose:
Save the Children is seeking a Youth Livelihoods Specialist for a five-year USAID-funded program providing youth with training, coaching and social capacity building for empowerment to increase their income and self-reliance in Ethiopia.
The anticipated program will build the capacity of national and local institutions to deliver demand-driven soft and hard skills training.
Several key objectives will include: allowing youth to increase their incomes and quality of employment including family livelihoods as well as authorize local institutions to prepare youth for work by increasing their ability to coordinate among service providers, to improve the quality of services tied to market demands, and to target and meet the needs of under-served youth, including young women.
In addition to working on the demand-driven skills development, the program will focus on inclusive economic growth activities and scaling through government and private sector systems.
The Youth Livelihoods Specialist will be responsible for the overall strategic planning, coordination and technical guidance to the livelihood and economic growth activities portions of the program.
They will ensure that the direct and indirect livelihoods intervention is of the highest technical quality, that monitoring processes are in place, that reporting is high-quality and timely, and that the program is continually assessed and solutions quickly put in place for any changes in local context.
The focus on youth is critical and this person will be working with community leaders, government leaders and the support team. The Specialist will ensure effective implementation and communication on the progress of the program to local authorities and others humanitarian actors.
This position is contingent upon donor approval and funding
Scope of Role:
Reports to: Deputy COP, Programs
Dimensions: Save the Children works in -- regions in Ethiopia with a current staff complement of approximately 1,740 staff and current expenditure of approximately $90+ million each year.
Key Areas of Accountability:
Provide technical, programmatic, operational, and managerial oversight to the assigned livelihood activities
Provide technical support to the field teams and mentor senior staff in the design of youth and livelihoods activities, including cash transfer modalities, farming methods, income generating activities and job training/entrepreneurship.
Tailor technical and soft skills training to increase wages and viable livelihoods prospects
Build management capacity for program implementation and support
Review project reports and annual implementation plans and contribute to regional and national strategic planning
Ensure that program management meets USAID’s programmatic, administrative and financial standards and requirements

Job Requirements
In order to be successful you will bring/have:
Minimum of Bachelor’s Degree or preferably Master’s degree in International Development, youth programs, workforce development, education or related field of study
Minimum of eight years’ relevant experience working on workforce development or livelihoods programs and/or private sector development in the Horn of Africa
Proven ability in promoting and collaborating with multi-level stakeholders
Excellent oral and written communication skills in English
