The Food for Peace (FFP) Development Food Assistance Program (DFAP) is implementing a USAID-funded initiative in Uganda with the primary goal of improving food and nutrition security, and self-reliance among extremely poor households in refugee settlements and host communities in Kamwenge District in Western Uganda.

This initiative will be a pilot, multi-year “graduation activity” program which will include significant learning and research as well as engagement on the part of FFP and USAID’s Global Development Lab.

Critical activities for this initiative will include the following: strong focus on households from both the Rwamwanja refugee settlement and neighboring host communities; targeted efforts for extremely poor households; and enrollment and graduation for one adult per household, typically the woman of the household.

Save the Children is currently recruiting for a Chief of Party (COP) who will provide overall management leadership, technical guidance, and comprehensive support for the food security/nutrition programs at the country level, including managing the response to food and nutrition emergencies and graduation activities within the scope of those programs. Of particular importance is the integration of long-term, sustainable interventions with the aim of reversing chronic food insecurity.

The Chief of Party is accountable for both the quality of program and for the effective financial and operational management thereof. S/he will serve as the management leader and coordinator of a team of agriculture/livelihoods, health/nutrition, commodity and other technical staff.

The COP will also serve as the primary representative at national level for liaison with government, donors and partner agencies involved in the program. S/he will also liaise closely with field-based program managers who provide the direct liaison at regional, zonal and district levels with government partner agencies, local institutions and communities.

The COP will be expected to play a pivotal role in the integration of the DFAP food security/nutrition programs and other complementary programs designed to address the causes and consequences of chronic food insecurity, and in the development of future funding proposals.

This is a senior leadership role and will serve as a key member of the project team in Uganda.

Qualifications and Experience:

Master’s degree in development studies, international relations, agriculture, nutrition, public health or related field

Minimum of ten years of progressively increasing management responsibility in international development projects

Prior experience managing development assistance projects of a similar size and scope in developing countries; experience managing multi-sectoral projects including agricultural development and maternal child health and nutrition

Proven leadership skills. Demonstrated experience recruiting, developing, and managing staff

Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners

Understanding and demonstrated commitment to the importance of gender and youth issues in food security programming

Experience managing programmatic and financial reporting requirements

Excellent oral and written communication skills in English and other language(s), as required

Ability to travel within the country and internationally, as required

Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors
