Role purpose
The job Holder will have the overall managerial role of both the protection and MEAL role for SCI including budget holder role and has a consortium MEAL leading role of the CCD project and will oversight and coordinate the implementation of Child Protection component of the project; will lead the facilitation of gender and child protection assessment, child protection service mapping and organizing workshops and review meetings As senior consortium MEAL lead a post holder will develop MEAL Standard Operation procedure/SOP/, lead designing of the MEAL system of the Collaborative Cash Delivery/CCD/ project including data management system, setting clear data management flow mapping, MEAL process mapping, designing data collection tools and establishing MEAL technical working group whose members will be from consortium member (Save the Children International, World Vision, CRS, IRC, ACF) and such MEAL focal persons, ensure required MEAL deliverables are timely delivered.
Key Areas of Accountability:
Management and Leadership
Provide overall supervision and leadership on the MEAL and protection functions delivery of the project.
Senior MEAL manager will oversight and coordinate the implementation of Child Protection component of the project
Senior consortium MEAL Manager will closely support and work with Child Protection Coordinators to properly deliver child protection and MEAL activities at field level and also ensure
Integration and harmonization among consortium members at grassroots level.
Senior Consortium MEAL manager will lead the facilitation of gender and child protection assessment, child protection service mapping and organizing workshops and review meetings with close technical support from Child Protection PDQ team
Lead in startup implementation and monitoring of the project implementation through the award cycle as an overall budget holder, so that project is delivered on time, on budget and scope with set program qualities
Ensure the development and mentoring of project team including performance development of direct reporting staffs
Prove supervision and mentorship to project staffs so that staffs have the required understanding on the project MEAL system and enthusiasm to undertake their responsibilities.
Managing MEAL and protection budget and ensure effective, efficient and timely utilization for the appropriate activities and in line with donor compliance.
Closely work with field team to ensure coordination and facilitation of support functions including finance management, supply chain support, Humane resource and admin management needs of the project is in place at country office level
Be the key link among
the project and consortium focal persons’ team, both Addis Ababa and field level for MEAL and protection functions.
Ensure MEAL evidences (IPTT, project performance/action trackers, accountability data base etc) are used for management decision making and continuous performance improvement and be part of the project and consortium level management team members/

Job Requirements
BSc/BA/ MSc/MA degree in an area of statistics, economics, social science or equivalent. MA/MSc preferred
Minimum 10 years of experience in management and leadership of humanitarian projects MEAL and protection system in child protection sectors.
At least 3 years of experience in development of MEAL systems and direct experience of rolling out and managing MEAL and protection systems in NGO and humanitarian context.
Previous MEAL in emergency and protection response implementation in consortium context experience is an asset.
Have budget holder experience
Experience or knowledge of working in emergency response program countries or conflict areas.
Demonstrable statistical data analysis experience using MS Excel, SPSS or STATA
Extensive experience using electronic data collection such as Tangerine, ODK or KoBo platforms
Experience working through systems of community participation and accountability
Demonstrated monitoring and evaluation skills, including planning/participating in evaluations
Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms.
MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time
Experience in and proven ability to support, train and mentor staff and partners in monitoring and evaluation methodology
Highly developed interpersonal and communication skills including influencing, negotiation and coaching
Strong results orientation, with the ability to challenge existing mind-sets
Ability to present complex information in a succinct and compelling manner
Knowledge of qualitative and quantitative research methods.
Fluency in English (both verbal and written)
Commitment to and understanding of Save the Children strategy, vision, mission, values and principles, good understanding and commitment to principles of child rights and child protection.
