Role purpose:
The field infrastructure Assistant Officer will be tasked with assisting all site based functional aspects of construction related projects from design and procurement, to supervision and contributing to reports.
With challenging environments for constructing schools and other buildings, this position will demand a highly motivated, detail oriented individual who will be able to solve challenges in relation to implementation of construction activities when it arise.
It is also a requirement that the Assistant Construction Officer maintains regular communication with all the stakeholders: contractors, community focal points, representative community members and the line managers.
Key areas of accountabilityPlanning, Coordination & programme support
Routine liaison with community, Government liaison, for the implementation of the proposed Infrastructure facilities
Regular site supervision, contribute information to proposals and provide daily and monthly reports outlining progress as well as the utilization of materials, labour and equipment being used.
Collaborate in planning, design and quantity surveying with CO construction and program team while they are developing new project proposal
Technical/operational
Visit and assess proposed construction sites in project areas and make decisions based on consultation with the construction supervisor and concerned project stakeholders.
Supervision of construction projects to ensure compliance with specifications, agreed quality standards and planned work schedules.
Ensure attendance on site for identified milestone (foundations, superstructure, concreting, formwork etc.) activities on the planned work schedule.
Ensure that work orders (site book) instructed by the construction supervisor are clearly communicated to the contractor.
Timely communication of any claims by the contractor; ensuring records have been kept of potential causes for claims such as site activities (or non-activity), weather conditions, access problems etc.
Timely communication of any engineering related issues on site; requiring Construction supervisor presence/attendance.
Prepare weekly site progress reports (with photographs of both good and bad quality issues) that accurately depict completed elements to accepted standards and estimate % completion of elements still in progress. These reports should be communicable to the construction supervisor, SCI Construction Manager, Coordinators, local Government and Contractors.
May recommend technical modification for existing infrastructure, if required. And also ensure that the project plans, drawings or sketches are well understood by the implementation contractors/teams, provide implementation guidelines and give feedback as appropriate.
Assist the procurement team in outsourcing and contract administration for all the programme’s construction activities implemented by the programme under the field office threshold.
Assist to Identify and organise procurement of locally available construction materials in close collaboration with the FO procurement team.
Ensure effective and efficient use of all SC’s financial and material resources in order to keep costs to the lowest possible
Responsible for all tasks or assignments given by his immediate line manager or field office.
Review, Follow up and assessment
Follow up on planning and implementation of all construction undertakings and monitor the performance of construction companies for compliance with the contract agreements they entered into with SCI
Assist and actively participate in the construction projects management Processes (Planning phase, Design phase, Bidding phase, & Construction phase and Post construction phase)
Report
Collect data from field offices and compile construction work progress reports on regular basis to the field office
Job Requirements
Essential
Diploma/TVET level 4 and COC with 2 years’ experience in construction, engineering or related technical field
Proven and significant experience in field works and community mobilization and to develop strategies to fill identified gaps.
Field level experience in logistics for INGOs in international development and emergency programmes
Desirable
Interpersonal and communication skills including influencing, negotiation and coaching.
Commitment to Save the Children values.
Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
Computer literate and operational knowledge of MS office, knowledge of Engineering-Software (AutoCAD) is a plus
