Role Purpose:Save the Children (SCI) and UNICEF share global responsibility for the coordination of Education in Emergencies as part of the UN humanitarian reform (www.humanitarianreform.org) and the Cluster system.
The overall aim of the Education Cluster in Ethiopia is to support the coordination of a timely, coherent and effective education preparedness, plan and response by mobilizing and coordinating stakeholders to respond in a strategic manner to existing and potential emergencies.
The education cluster is accountable to the Humanitarian Country Team (HCT) and Humanitarian Coordinators through the lead agencies (Save the Children and UNICEF) to fulfil this aim.
The IMS is expected to work impartially and closely with the cluster coordinator, as well as key coordination staff from our co-lead (UNICEF) and lead (Ministry of Education) organizations, regional IMSs, UN OCHA, and other cluster coordinators, to serve the needs of all members of the Education Cluster.
The IMS will also work closely with the existing subnational IMSs and cluster coordinators and will lead the two-ways information-sharing with the subnational clusters. Depending on the scale of the emergency, it may be necessary to facilitate the set-up of new clusters at sub-national level and to work with/coach dedicated information management staff.
Key Areas of Accountability:CoordinationSupport and strengthen the existing humanitarian coordination mechanism for the Education Cluster response to the emergencies, building on and strengthening pre-existing sectoral coordination; Contributing to the core cluster functions.
Support the facilitation of Education Cluster meetings on federal and regional level, with visits to regional offices, including the timely preparation and sharing of meeting agendas and minutes and follow up on Action Points.
Ensure effective communication, reporting, engagement and coordination between the national and subnational (regional) Education Clusters.
Information Management
Ensure an effective information management system is established and maintained for sharing of information and generation of analysis, to, from and between federal and regional Education Cluster partners and other stakeholders.
Adapt existing in-country national and subnational level information management approaches for collecting, analysing and reporting Cluster activities and resources, and identifying information gaps together with Cluster Members.
Support “MoE and REB EMIS on Open Data Kit (ODK) Scaling Up” project
Respond to the Cluster participants’ needs on information.
Establish and maintain information databases that consolidate, analyse and report/disseminate information critical to decision making.
Provide an estimation of spatial and temporal gaps, overlaps and coverage of Education Cluster partner, activities and projects.
Use GIS mapping for map production and geographic data management.
Adopt and promote the use of global standards for information management for inter-operability.
Assessment
Encourage and coordinate initiation of Education in Emergencies related assessments and sharing the results as well as providing access to assessment data and information to Education Cluster members, for example through assessment registry.
Support the development and analysis of needs assessment, particularly joint needs assessments, Secondary Data Review, and harmonized or joint assessments.
Provide information management leadership in assessments, including joint assessments and training.
Education Cluster Response Monitoring
Maintain regular reporting from Cluster participants, including using Education Cluster Monitoring Tool (5W: ‘Who does What, Where, When and for Whom?’ database). Reporiting should be in line with the frequency of Education Cluster meetings and Education Cluster and Inter-Cluster reporting requirements.
Support the estimation of spatial and temporal gaps, overlaps and coverage of Cluster activities and projects.
Education Cluster Information Products
Develop and share regular Education Cluster Dashboards (ie. Excel or Publisher) summarizing EiE needs, Education Cluster response and gaps based on assessment data and Education Cluster Monitoring Tool with Education Cluster partners and addressing information needs of Education Cluster partners
Information Sharing
and Reporting
Manage flows of information and dissemination in an appropriate way, including website management (i.e. Humanitarianresponse.info website) and the maintenance of Education Cluster Mailing System (i.e. Mailchimp).
Manage an inventory of relevant documents on the humanitarian situation (i.e. Dropbox).
Lead on the preparation of Situation Reports (SitRep) inputs with emphasis on Education Cluster plans, targets and achievements.
Inter-Cluster Coordination and Information Management
Participate in and contribute to Inter-Cluster Information Management Working Group.
Ensure close collaboration with other Clusters/sectors (i.e. Child Protection, WASH and Protection) in mainstreaming education in Clusters’ Information Management initiatives (ie. assessments) as appropriate.
Work with the OCHA Information Management Specialist to develop appropriate supportive strategies and contribute to SitReps, Dashboards developed by OCHA.
Capacity Building
Work with Education Cluster members to develop and implement an inter-agency Education Cluster capacity building strategy that meets the needs and priorities.
Develop and strengthen information management capacity for national and subnational cluster coordinaton , MoE and Regional education Bureaus through training.
Accountability
The post holder is accountable to:
His/her supervisor in performing the tasks.
Education Cluster Coordinator who will in turn ensure that the post holder is provided with all necessary support and guidance
MoE and Education Cluster participants, who will in turn ensure that they deliver on their agreed minimum commitments (see Ethiopia Education Cluster Terms of Reference)
Inter-cluster coordination bodies established by the HCT/UNOCHA
Affected populations through agreed mechanisms
General:

Qualifications and Experience
Essential
University degree, preferably at an advanced level, in a subject area relevant to information management, Computer science, Statistics, and related disciplines
Strong information management skills
Prior experience in cluster coordination (senior management of Education in Emergency (EiE) programmes may be considered a substitute)
Excellent communication skills, including ability to work with diverse groups and under tight deadlines
Politically and culturally sensitive with qualities of patience, tact and diplomacy
Previous first phase emergency response experience
Understanding of the Humanitarian Program Cycle including experience with Humanitarian Response Planning and/or Humanitarian Needs Overview
The capacity and willingness to be flexible and accommodating in difficult and sometimes insecure working circumstances.
Desirable
Formal training in cluster information management is an advantage.

Experience or knowledge of working and living in relevant regions/contexts
