Role Purpose
The purpose of the Community Facilitators position is to live among the community and directly implement the project activities at beneficiary level.
She/he provides overall technical, organisational support and plays facilitation role in communities she/he is assigned, includiing community mobilization, awareness creation and linkages and behavioural change through education, information and communication.
She/he supports people’s empowerment, collective action and solidarity.
Facilitates and encourages active participation of and networking between individuals and communities in recognizing problems, identifying solutions, and implementing project activities related to the identified solutions.
Establishes and maintains close working relationship with communities and community organizations in her/his working area in order to ensure that the messages are disseminated and understood at all levels.
Build capacities of the community and institutions.
She/he will be the link between the project and the community to ensure implementation of project.
Key Accountabilities
Community Empowerment and Training
Mobilize community in implementation of the project activities
Facilitates volunteer and target groups selection and targeting along with partners and responsible body from the Kebele’s;
Creates awareness and facilitates that communities participate fully from problem identifying stages through implementation and management stage;
Facilitates in the identification and prioritization of activities
Makes sure participants of the project intervention package are identified and selected in a participatory manner and full acknowledgement of the whole community;
Ensures that the plan at kebele/village level is prepared with full participation of the community and partners;
Facilitates community meetings and community action plan (CAP) preparation and ensure that the participation of each beneficiary and community groups in the plan for their respective kebeles and villages;
Reviews the plan with the partners and representatives of the community and including her/his supervisor at kebele level;
Facilitates and ensure that the participation of each beneficiary and community groups in implementation, monitoring and evaluation of CAP for their respective kebeles and villages;
In collaboration with his/her supervisor, support in training need identification and provides effective trainings to target group members;
Work with community leaders, elders and government staff and acts as a catalyst in initiating action and generating enthusiasm for change in communities by performing demonstrations and organizing and leading training sessions;
Prepares final action plan of their respective kebeles and
villages by breaking down in to quarters and months and submit it to her/his supervisor
Organizes and facilitates Information Education and Communication (IEC) sessions with community members;
Facilitate implementation of project activities and monitoring at Kebele level
Work closely with Woreda Child Protection officer and other key stakeholders
Create smooth work relationship with community-based structure and government offices
Provides technical and organizational assistance to beneficiary children& youth returnees and would be migrants and community members;
Supports regular capacity assessment activities conducted for children& youth returnees and would be migrants and families
Maintains good relationship with governmental and locally established institutions for the smooth implementation of project activities
Closely works with government counterparts and links the activities of the community with the relevant bureaus/bodies;
Develop partnership with grass root level stakeholders for the sustainability of activities
Assist in the identification and selection of beneficiaries and volunteers at kebele level
Ensure up to date recording of beneficiary data and timely reporting at Kebele level
Technical Support and Facilitation
Provides technical assistance to community in carrying out their duties and overcoming any problems they might encounter;
Integrates the activities of the project with other child & youth protection interventions
Ensures beneficiaries have access to all required and necessary services
Planning, Reporting and Learning
Collects basic information from the community, document the information and practices, local practices that are best performing to the local conditions.
Prepares daily, weekly, monthly and quarterly plans on her/his activities and submit to her/his supervisor;
Prepare weekly, monthly and quarterly reports and submit it to her/his supervisor
Support and facilitates community experience sharing sessions
Collects basic information, best practices, case studies and lessons and report to her/his supervisor
Undertakes personal professional development initiatives identified with his/her supervisor
Perform other duties as assigned.
Job Requirements
Essential
Bachelor Degree in social science (Sociology, Social Work, Psychology); three years’ experience in related child protection work
College diploma in social science (Sociology, Social Work, Psychology); 6 years’ experience in related child protection work
Communication skill, good human relations, willingness to reside in rural areas;
Firm belief in teamwork, gender equality, conceptual understanding of participatory approach and sustainable development.
Familiarity in community mobilization and supporting community structures
Respect, accountability, courage, excellence, stress tolerance, information monitoring, developing teams, interpersonal skills, coaching, problem solving, planning and organizing
The Community Facilitators is expected to establish open relationship with the community, government counterparts and CBOs in order to facilitate and encourage active participation in overall development activities and internally, with Supervisors, Coordinator, and other concerned staff.
The Community Facilitators lives among the community. She/he travels long distances.
High level of commitment and willingness to travel frequent/long distance in hardship areas
Demonstrated skills in partnership building and interpersonal communication
Excellent and demonstrated skills in computer Microsoft office applications: Word, Excel, PowerPoint and outlooks, emails
Knowledge of local language and working with local community
Good level of reporting writing skills
Participatory facilitation skills and experience
Desirable
Knowledge of the working area and existing relationship with Women and Children Affair offices and other relevant government offices on migration and returnees
