Role Purpose

  • The Community facilitator is responsible for Strengthening System to addressing Unsafe and Irregular Migration Through & From Ethiopia and ensure quality and effective implementation of the project activities at field or community level; organize community mobilization events; identify target beneficiaries in collaboration with community structures, work closely with other partners, create partnership and directly implement the project activities at Kebele level.

  • She/he provides overall technical support and plays facilitation role in the communities, including community mobilization and awareness creation.

  • Establishes and maintains close working relationship with communities and community organizations in her/his working area to protect unsafe and irregular migration.

  • He/she ensures the negative consequence of unsafe & irregular migration & related issues /messages are disseminated and understood at all levels; build capacities of the community and institutions.

  • She/he will be the link between the project and the community to ensure implementation of project.

    Key Duties & Responsibilities

    Community Training and Empowerment

  • Facilitate implementation of project activities and monitoring

    Technical Support and Facilitation

  • Perform other duties as assigned

  • Mobilize community in implementation of the project activities

  • Organize/facilitate the registration, verification, mobilization of project beneficiaries, and engage on monitoring of the subsequent meetings with the community and other stakeholders.

  • Facilitates community meetings and community action plan preparation and ensure that the participation of each beneficiary and community groups in the plan for their respective Kebele’s

  • Facilitates and ensure that the participation of each beneficiary and community groups in implementation, monitoring and evaluation


  • In collaboration with his/her supervisor, support in training need identification and provides effective trainings to target group members;

  • Work with community leaders, elders and government staff and acts as a catalyst in initiating action and generating enthusiasm for change in communities by performing demonstrations and organizing and leading training sessions;

  • Prepares final action plan of their respective Kebele’s by breaking down in to quarters and months and submit it to her/his supervisor

  • Facilitate all livelihood project activities (capacity building, income generating activities, formation of micro enterprises, YES Centers, BDS, resilience support and etc.,) in the intervention area in accordance with the contract objectives, work plan and allocated budget

  • Facilitates youth target groups selection and targeting along with partners and responsible body from the Keeble’s; based on selection criteria

  • Provides technical assistance to beneficiaries’
    youth, families, youth groups and community members;

  • Supports regular capacity assessment activities conducted for youth and families

  • Closely works with government counterparts and links the activities of the community with the relevant bureaus/bodies;

  • Develop partnership with grass root level stakeholders for the sustainability of activities

  • Ensure up to date recording of beneficiary data and timely reporting at Keeble level

  • Provides technical assistance on youth livelihood and business plan preparation at kebele level

  • Integrates youth livelihood activities with child protection interventions

  • Ensures beneficiaries have access to all required and necessary services

  • Planning, Reporting and Learning
    Collects basic information from the community, document the information and practices, local practices that are best performing to the local conditions.

  • Prepares weekly, monthly and quarterly plans on her/his activities and submit to her/his supervisor;

  • Prepare weekly, monthly and quarterly reports and submit it to her/his supervisor

  • Support and facilitates community experience sharing sessions

  • Collects basic information, best practices, case studies and lessons and report to her/his supervisor

    Job Requirements

    Qualifications and Experience

  • College Diploma/TVET and above in a related field, such as Sociology, Social work, Agriculture, migration or related

  • 2 years and above direct related experience or equivalent combination

  • Work experience in international humanitarian and/or development aid, preferably with migrant children, returnees, and youth

  • Knowledge and understanding of Livelihood modalities, youth livelihood empowerment in the migration, refugee and returnee context

  • Training/experience in working Youth livelihood

  • Able to follow up instructions accurately and meet deadlines

  • Strong interpersonal and good communication skill,

  • Willing to reside in rural areas

  • Knowledge and understanding on Migration and refugee context in Ethiopia Familiarity in community mobilization and supporting community structures

  • Knowledge and experience working with Micro and Small Scale Enterprises (MSEs), Technical and Vocational Education and Training institutions, Schools and Youth Centers

  • High level of commitment and willingness to travel frequent/long distance in hardship areas

  • Demonstrated skills in partnership building and interpersonal communication

  • Excellent and demonstrated skills in computer Microsoft office applications: Word, Excel, PowerPoint and outlooks, emails

  • Knowledge of local language and working with local community

  • Good level of reporting writing skills

    Desirable

  • NGOs Experience working in a complex multi-culture working context in any one of the protection areas

  • Experience providing trainings and building capacity of staff.
