Job Description
Under supervision Senior Budget development manager - s/he is responsible for Master budget development, periodical forecasts, proposal budgeting & review.
S/he plays a key role in supporting Senior Management including the Program Development Director and Award Directors in proposal development, thus contributing to the timely submission of quality proposals to donors, by ensuring compliance of proposal budgets and related budget narrative to donor’s rules and regulations.
S/he ensures that tools and templates are developed and used consistently for budget development sustainability and accurate cost recovery.
Scope of Role:

Key Stakeholders: Program Development Director; Program Development Unit; Awards Unit; Program Development & Quality technical teams; Program Operations; Finance Department; Save the Children Member organizations.
Key Areas of Accountability:
In line with SCI’s full spectrum programming, these key areas of accountability apply to SCI Ethiopia’s work in emergencies (acute and chronic) and in development settings.
Key Role responsibility – Planning and Budgeting
Manage the development and periodic revisions of the SCI Master Budget and annual/periodical projections of expenditures and funds in coordination with Awards, PDQ and the rest of the finance team.
Be the point of contact for inquiry related to the country offices master budget, financial GAP and cost of delivery
Responsible to manage periodic analysis & update of CO funding position
Work with reporting team and Awards Unit to ensure that the thematic, cross thematic and operational cost of donor budgets are accurate, well developed,
To insure the cost and business requirements of Requests for Proposals and customer requests for contract modifications and lead in development of a pricing strategy/approach.
To review & insure proposal budgets reflect value for money and all cost that are included in the proposal budget are necessary and reflect our best estimate to deliver a project.
To ensure SoF budgets are phased correctly and are uploaded into the financial system in a timely fashion and are in line with the Master budget.
Responsible to update and monitor use of tools such as Cost Allocation Methodology (CAM) to support full cost recovery for SCI.
To support his/her line manager to sensitize new initiative or policies that are introduced by the centre to the budget development team.
Assist his/ her line manager to lead budget related proposal development function and manage the budgeting team
To ensures proposal budget that come out from the unit is consistent with narrative and that the budget is tailored, reflecting relevance to and compliance with SCI and Donor requirements.
Supports PDQ in the proposal development process for all proposals
Relays funding opportunities to relevant staff in a timely manner
Ensures that information is provided in a timely fashion and relevant staff are involved in the proposal development process (schedule)
Disseminates donor and SCI standards to relevant personnel at the beginning of the process
Ensures that a system is in place to analyse administrative costs and shared programme cost so that all aspects have been taken into account
Ensures that all proposals, contracts and amendments with donors follow internal procedures

Job Requirements
Minimum Bachelor Degree in Accounting
Eight years of proposal development, budgeting, program and award (grant) management experience
Significant experience in working with key donors including USAID, EC, ECHO, DFID, NORAD, UNHCR
Computer knowledge in MS Office (Excel, Word, etc)
Strong analytical knowledge on budget implications on a long term basis.
Master of budget development/analytical skills.
Willingness and ability to dramatically change work practices, flexible in working long hours and ability to work with incoming surge teams;
Ability to analyze information, evaluate options and to think and plan strategically;
Previous experience of managing and developing a team and the ability to lead, motivate and develop others;
Excellent interpersonal, communication and presentation skills;
Fluency in written and spoken English;
Flexible in event of emergency response;
