Job SummaryThe WASH Program Manager will work collaboratively with the Senior Program Manager and Senior Operational Manager, the WASH Manager is responsible for overseeing the implementation of all water, sanitation and hygiene promotion activities in the assigned field location.
She/he will provide technical and managerial leadership, direction, and oversight of programs in assigned area to make sure all activities of high quality and respond to immediate needs.
Duties and Responsibilities including the following
Oversee the embedding of the gospel message in all aspects of the program
Ensure that all projects in target locations ae implemented in a timely and professional manner, according to objective, goals and indicators established by SPHERE and partner/organizational standards and in line with donor requirements and beneficiary needs;
Conduct routine assessments as needed to determine the water, sanitation and hygiene needs within your target
Oversee the establishment of the Logistics Supply Chain and ensure supply chain management and procurement is established in accordance with all Samaritan’s Purse policies and field operating guidelines
Strategically Study, plan and Design water supply system for rural villages in Gibe, Gombora and Hosanna town in addition to additional assignments (springs, boreholes, BSFs, ponds, etc.)
Prepare strategic plans, Study documents, and Design sanitation and hygiene facilities and software components
Conduct routine assessments as needed to determine the water, sanitation and hygiene needs within the target locations; this will also include evaluation of ongoing technical interventions and make recommendations as needed.
Supervise and monitor the implementation of water supply projects (drilling, and water distribution systems), sanitation and hygiene promotion projects
Undertake the pump testing of water wells
Study geophysical and other feasibility studies for well drilling site locations using ABem/resistivity meter
Prepare well completion reports and/or well log-sheet reports
Undertake water quality tests at well locations and tapstands/pipes
Engage national staffs, community and government entities on every stages of the project
Tgram rain local staffs and contractors on design requirements, procedures, and workmanship of drilling
Monitor budgets, materials, equipment and supplies for technical work for your program locations and allocated budgets;
Prepare weekly, monthly, semi-annual, annual and final reports
Prepare weekly, monthly, annual and final reports
Prepare government reports
Coordinate with line governments offices and lead the WASH forum at Woreda and zonal level
Liaise with the Admin Department to establish a base office in Serei Sisophon (Banteay Meanchey)
Coordinate with the M&E department to design, implement and monitor M&E practices related to the well drilling and water supply
Work with procurement to oversee the selection of drilling and construction contractors
In collaboration with WASH technical staff, develop community engagement and well management-training packages – train field staff.
Actively engage field staff to coach, mentor and develop skills
Monitor budgets, materials, equipment and supplies for technical work for your program locations and allocated budgets;
Prepare concept notes and proposals on WASH according to the need of the communities.
Human Resources Management
Recruit, directly manage and technically supervise and conduct performance evaluations for staff that are directly m managed.
Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
Take responsibility for discussing and providing staff with clear role expectations, performance, feedback and objective on an informal, quarterly basis.
Overall responsibility for WASH work plans, vacation schedules, and staff training/development activities in your target locations.
Adhere to and act in accordance with SPE HR Policies and Procedures.
Grant Monitoring & Partner Management
Manage and advise contractors implementing programs on behalf of and in partnership in all your supported sites
Select and implement, in line with the WASH Strategy, an appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality.
Ensure that all monitoring activities and results are shared with your line manager and if requested by your line manager to the Senior Management Team.
With support from the Field Coordinator, assure appropriate and timely spending of grants to achieve program goals,
grant reporting contributions, use and distribution of supplies and resources
Actively contribute to proposal writing and strategy development

Education and Experience
The applicant must have Bachelor’s degree (BSc.) with specialization in Water and Sanitation, Geology, hydraulic engineering and Civil Engineering with experience of at least five years in water supply design.
Applicants who have (or are pursuing) advanced degrees will be strongly considered, but anyone with relevant education, credentials and experience is welcome to apply.
Twelve credit hours of college-level Biblical studies preferred.
Software skills
Competent in Windows, MS office programs, AutoCAD (or similar computer aided design), email and database experience;
Language Skills
Fluent in spoken and written English, and any local language skills are a plus.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and government regulations.
Ability to write reports and business correspondence.
Ability to respond effectively to sensitive inquiries or complaints.
Ability to make effective and persuasive speeches to top management, public groups, and/or boards of directors.
Mathmatical Skills
Ability to add, subtracts, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to compute rate, ratio, and percent and to generate and interpret bar graphs.
Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
Reasoning Ability
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases.
Ability to deal with a variety of abstract and concrete variables.
