As a Program Development Officer, you will also have the opportunity to steer proposal planning and development processes by mobilizing a cross-functional proposal team including Programs, Finance, Technical Advisors, and Operations.
The Program Development Officer will support the deepening of existing strategic donor relations and creation of new networks with other like-minded INGOs for purposes of diversifying funding streams within Samaritan's Purse programming.

Since 1970, Samaritan’s Purse has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine with the purpose of sharing God’s love through His Son, Jesus Christ.
The job:
Conduct regular donor scoping, monitor trends and be cognizant of upcoming key agencies’ "calls for proposals"/RFAs
Develop concept papers, proposals, and prepare project summaries
Analyze data and background materials in order to provide guidance and support to Program managers and key decision makers
Ensure that M&E tools e.g. Gantt charts etc. are in place, regularly updated and aligned with appropriate Samaritan's Purse and respective donor frameworks
Research and propose best practices in development programs and NGO operations
Provide vital input on strategic and operational planning
Provide staff with direction and inputs at all stages of the program cycle management
Coordinate with the Monitoring and Evaluation office to carry out assessments and conduct field visits in order to collect and verify data
Provide and maintain a monthly project tracking and status report on all assigned programs,
projects, and initiatives
Assess, manage, and report critical physical, emotional, or spiritual concerns of supervised staff
Participate in daily morning devotions and in prayer support for the ministry, its donors and volunteers
Maintain a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public
The requirements:
Maintains a personal relationship with Jesus Christ
Agreement and compliance with the Samaritan's Purse statement of faith and policies
Spiritual maturity; ability to keep the focus of work on the overall goal of sharing the gospel
Twelve credit hours of college-level Biblical studies strongly preferred
Bachelors or master's degree in International Development preferred but not required; minimum of three years’ experience in program management and/or training required; or equivalent combination of education and experience
Ability to communicate and interact well with people of different educational, linguistic, cultural and socio-economic backgrounds
Experience working and living overseas; with ability to be flexible and adaptable
Strong skills in analytical and strategic thinking
Proven experience in database development and management
Excellent quantitative and qualitative data analysis skills
Technical writing skills including developing proposals, training/instruction manuals, and reports
Ability to develop and carryout work plans and solve problems independently
Excellent knowledge of computer applications, in particular proficiency required in MS Word, MS Excel and Power Point
