Job Description

Duties:

Ensure a close follow up to the sites written and agreed instructions addressed to the contractor and subcontractors
Review, verification and approval of the contractor sites methods of statements.

Check the designs, validate the materials (quality and quantity) for each stage of the sites construction activities and be in charge of contractor sites all executed works.

Report to the resident engineer on contractor resources: Number of staffs and equipment; keep associate the percentage of works progress (at the weekly and monthly basis)

In the absence of the Resident engineer, be able to chair the site meetings and track other events associated to the good project implementation and execution,

Overseas all sites safety compliance, sites technical complaints and keep report on delay of any kind,

Participate in bid evaluation of bidders.

Participate in contract negotiation for all construction contracts with successful bidders, and preparation of all contracts documents;

Assist updating work instruction to EPC Contractors from the existing scope of works

Preparation and submission to the client and Bank detailed project implementation schedule including the disbursement schedule;

Review and approval of the Contractor’s detailed design documents for compliance with the technical specifications of the contract document;

Review and follow up the contractor’s detail project implementation plan

Establishment

of a project Site Organization.

Undertake supervision of the construction works and certify contractor’s payments;

Inspecting and witnessing with client’s representatives the factory acceptance tests during manufacturing of major items of equipment and materials. Supervision and approval of site test and commissioning of equipment, installations and facilities;

Administration of all contracts and preparation of monthly and quarterly progress reports

Provide training for staff concerning design approval, project management and supervision of construction works and also off-grid electrification

Follow-up for implementation of the environmental and social impact mitigation and monitoring measures as depicted in the project’s Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) including Resettlement Action Plan (RAP) compensation (Expropriation);

Preparation and submission of Project Completion Report in accordance with the World Bank’s requirements

Ensure the quantitative and qualitative reception of the materials delivered directly to the site.

Job Requirements

General Qualifications

Must have a minimum of Bachelor’s Degree in Electrical Engineering from a recognized university.

Experience and Related competences for the assignment

Must have a minimum of five (5) years’ experience in distribution line projects implementation and construction supervision

Must have a minimum experience of two (2) completed distribution network lines of 15/30KV level or above as a construction supervisor.
