Rwanda Water resources Board Water Regulation Specialist Jobs
Job DescriptionFormulation, review and update of water resources policies, and regulations;
Development and update of tools for allocation and regulation of water use in line with national priorities and plans;
Contribution to the assessment of water use permits applications;
Strengthening of water governance framework;
Assessment and advisory services on water use conflicts;
Provision of legal support services to RWB on water related matters;
Identification of gaps and shortfalls in existing water related laws and regulations and provision of remedial advice;
Provision of legal support services on implementation of water use fees and charges collection;
Provision of information and advice to water users and RWB stakeholders to improve understanding of regulatory requirements and options for securing water permit and promoting equitable water allocation;
Supporting investigations for breaches and potential non compliance with water regulations and water permitting conditions;
Liaise with water users and other interested or affected parties to assist in the resolution of disputes in relation to water use matters;
Preparation and implementation of
education and public awareness programs related to water regulations;
Review of studies from different economic sectors, government agencies, private sector, NGOs, etc in relation to water use aspects;
Perform any other duties assigned by supervisors.
Job Profile
Minimum Qualification
Master’s Degree in Water & Environmental Law, Water Law, International Water and Environmental Law, Law with one (1) year of relevant working experience; or
Bachelor’s Degree in Law with three (3) years of relevant working experience.

Knowledge of the water regulation framework including the international water law;
Knowledge of the work practices, processes and procedures relevant to water resources regulations;
Knowledge of the water resources licensing principles and procedures;

Time management skills;
Risk management skills;
Results oriented;
Digital literacy skills;
Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage.
