About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1).

RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector.

With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  • Review the contracts and their amendment and lead in formulating & developing policies, plans and strategies in the areas of supply chain, including risk management and contractor performance measurement plans

  • Develop and oversee the implementation of the Supply Chain and asset disposal processes and ensure they are carried out in compliance with the procurement and asset disposal Law

  • Coordinate the development and review of the annual Supply Chain and asset disposal plans in line with the Law and monitoring their implementation

  • Receive requests for tendering processes from different Departments, Divisions and Units, collaborate with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain

  • Review of terms of reference and technical specifications from user departments

  • Coordination of preparation of tender documents

  • Review tender documents related to consultancy services, goods
    and works before its publication

  • Review the response to the bidders’ queries related to the published tenders

  • Make follow up of opening and evaluation of tenders

  • Ensure timely notification of evaluation results to the bidders

  • Review the weekly and monthly procurement report, communicate, and negotiate with suppliers and vendors

  • Oversee the management of inventory, stores, and assets in compliance with the guidelines issued by the organisation and the National Treasury

  • Monitor Contract management to ensure conformity with the contract terms and conditions and suggest improvements to increase efficiency of supply chain profitability for the organisation

  • Monitor the performance of suppliers, assessing their ability to meet quality and delivery requirements in collaboration with other departments

  • Ensure development and management supply chain, capability and culture that reflect the values which facilitates performance and professionalism.

  • Perform any other duties related to Operations function as may be assigned from time to time

    Key Qualifications and Experience

    The successful candidate must have at least:

  • Master's’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 6 years’ experience, 2 of which should have been in a managerial role
    OR

  • Bachelors’ Degree in Procurement, supply Chain Management, project Management, Business Law or Business Administration with at least 8 years’ experience, 2 of which should have been in a managerial role

    Key Competencies

    Technical Competencies:

  • The incumbent must have in-depth knowledge in operational excellence and total quality management

  • The role holder must have sound understanding in work process orientation

  • The incumbent must have a strong knowledge in carrying out market intelligence activities

    Behavioral Competencies:

  • Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences

  • Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike

  • Must be open to change and adapt established methods for new uses within the institution
