About RSSB The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1).
RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).
As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and ResponsibilitiesEnsure the review of the schemes’ projection of members, collections, benefit pay-outs and expenses to ascertain the schemes financial soundness
In collaboration with strategy department, participate in the preparation and implementation of actuarial valuation reviews of the schemes under management
Take stock of the schemes’ trends and advise the management on strategies and policies of improving social security coverage both vertically and horizontally.
Provide instructions to carry out investigations on occupational risks, ensure fraud cases are properly conducted, and analyse and approve investigation reports
Ensure compliance with established policies and objectives of the institution
Detect and prevent frauds and malpractices in the three schemes
Follow up pension benefits of Rwandans who worked abroad
Ensure availability of periodical statistics of the injuries
Make recommendations for improving matters affecting operations of the department, identify gaps and propose training needs
Ensure availability and implementation of policies guiding operations of the department
Ensure provision of
quality services to beneficiaries in accordance with standards set
Approve pension, occupational hazards, and maternity leave benefits files before payment
Establish the strategic and operational plans of the department and prepare its budget
Oversee the institution's operations regarding Pension and Pre-retirement Benefits to ensure efficiency, quality services and cost-effective management of resources
Review activity reports to determine progress and status in attaining objectives
Engage with relevant internal and external stakeholders in the course of work while upholding and promoting RSSB’s image
Oversee staff under his/her supervision for compliance and evaluate the performance of staff in the department
Perform any other duties related to the Pension and Pre-Retirement department as may be assigned by the supervisor
Key Qualifications and Experience
The successful candidate must have at least:
Master’s Degree in Business Management, Business Administration, Social Sciences, Medicine, public health, Social Protection Financing, Economics, Actuarial science, Insurance, or a relevant field with at least 6 years’ experience, 2 of which should have been in a managerial role.
OR
Bachelor’s Degree in Business Management, Business Administration, Social Sciences medical sciences, public health, Economics, Actuarial science, Insurance, or a relevant field with at least 8 years’ experience, 2 of which should have been in a managerial role.
Key Competencies
Technical Competencies:
The incumbent must have in-depth knowledge in pension administration
The role holder must have sound understanding in benefit calculation and cost benefits analysis
The incumbent must have a strong knowledge in portfolio performance management
The role holder should have good working knowledge and understanding in basic actuarial methods and ability to analyse data and draw inferences
The role holder must have sound knowledge and understanding on labour legislation
Behavioral Competencies:
Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
Must be open to change and adapt established methods for new uses within the institution
