About RSSB

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB's vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1).

RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

As a leading player in the financial sector, RSSB serves as the largest institutional investor in Rwanda. With assets under management amounting to 1.9 trillion Rwf, which is equivalent to 17% of the country's GDP, RSSB invests in key sectors of the economy and plays a crucial role in providing up to 20% of liquidity for the financial sector. With approximately 12 million members in the above six schemes, encompassing close to 90% of Rwanda's population, RSSB is at the forefront of securing the health and financial well-being of Rwandans.

Key Duties and Responsibilities

  • Provide direction on the development and implementation of policy, procedures and processes and work with appropriate structures to ensure effective delivery of Benefits package unit

  • Evaluate, existing benefits package and propose evidence-based recommendation for improvement to maximise health benefits within available budget, and ensure all benefits packages comply with current legislation

  • Communicate with health service providers and other relevant stakeholders to negotiate benefit plans and resolve benefit-related issues

  • Collaborate with the Ministry of Health and other stakeholders and active participation in technical working with matters pertaining to the Medical benefits (Tariff of medical acts, medicines, consumables, etc. Nomenclature of medical acts & procedures, Standard treatments protocol)

  • Support forecast the risk and liability for future benefits payments through analysis of claim data, mortality, accident, sickness, disability, health services utilization

  • Promote the use of evidence in designing/updating medical benefits packages with aim to maximise member’s wellness

  • Participate in tariff negotiation with medical services partners and in development of list of reimbursed drugs

  • Promote the value
    for money by recommending the most cost-effective services and products to be covered by RSSB medical insurance schemes using the latest evidence

  • Serve as the secretary to the CBHI health benefits package committee

  • Collect information from medical claims to monitor implementation of recommended benefits packages, recommend regular updates

  • Evaluate the cost and cost-effectiveness for all proposed new services and medical products and make recommendations regarding changes in health benefits packages

  • Collaborate with academic and research institution and clinicians during the assessment of alternative medical services and products though costing and cost-effectiveness studies

  • Conduct literature review and synthesize evidence on cost-effectiveness of services proposed for cover by RSSB medical insurance schemes for informed recommendations

  • Oversee staff management of the Department, to make periodical evaluation and to prepare a regular performance report

  • Prepare operational plans, budgets, quarterly reports on progress with implementation of operational plans and ensure regular and periodic reports are prepared and submitted as and when required

  • Perform any other duties related to the Benefits Package Revision function as may be assigned from time to time

    Key Qualifications and Experience

    The successful candidate must have at least:

  • Masters’ Degree in Medicine, Pharmacy, Economics, Public Health, Epidemiology, or a relevant field with at least 5 years’ experience, 2 of which should have been in a managerial role.
    OR

  • Bachelor's Degree in Medicine, Pharmacy, or Economics, Public Health, Epidemiology, or a relevant field with at least 10 years relevant experience, 2 of which should have been in a managerial role

    Key competencies

    Technical Competencies:

  • The role holder must have sound clinical skills

  • The incumbent must have a strong knowledge in cost benefit analysis

  • The role holder should have good working knowledge and understanding to analyse data and draw inferences

    Behavioral Competencies:

  • Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences

  • Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike

  • Must be open to change and adapt established methods for new uses within the institution
