About Rwamrec Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda.
RWAMREC works in the following 4 areas: Community empowerment, building Healthy Families, Promotion of Gender Justice, and Youth Mentorship.
RWAMREC operates in 24 districts of Rwanda to promote gender equality and to fight against sexual and gender-based violence.
About the Project
Since 1994, Rwanda has made concerted efforts to promote inclusive governance and implement economic-transformation initiatives geared toward poverty reduction.
The goal of these government-led initiatives has been to create a national identity by emphasizing one culture, one history, and one people.
Though there have been achievements in the education, health, agriculture, democracy and governance, and economic growth sectors, there is increasing concern that this emphasis on a singular identity is superseding the recognition of social and economic marginalization (USAID, 2019).
According to USAID (2019), not recognizing this marginalization may have unpredictable consequences for long-term political stability, economic development, and social cohesion.
Indeed, the gender equality and social inclusion gaps were identified in planning documents such as district development strategies, GBS, Imihigo, etc.
According to RWAMREC report on assessment of domestication of national gender policy and national policy against GBV commitments towards gender transformative approaches in NST1, sector strategic plans, and district development strategies, there are gaps and challenges hindering the effectiveness of gender accountability from the perspective of planning, programme implementation, and monitoring and evaluation.
These include but not limited to: (1) gender equality commitments are less reflected in District Development Strategies rendering annual action plans and Imihigo less gender sensitive and responsive; (2) most of the gender-related Imihigo seem to be the same across districts while districts have their specific contexts; (3) there is limited attempt for gender gap analysis in the economic pillar within GBS while this takes more budget than other pillars and it is a more transformative pillar because of its greater opportunities to changing people’ lives; (4) insufficient involvement of local partners/stakeholders who could support to enrich GBS content and contribute to its effective implementation, etc.
Also, there is a lack of proper planning to break barriers of marginalized people results into social exclusion of men, women, youth, people with disabilities (PWD), and elderly people while raising priorities/issues during planning and budgeting processes.
According to Rwanda Governance Score Card, there is low citizen’s participation in development of policies, strategies, programs, GBS and Imihigo, which stands only at 27.4% (RGS, 2016); and low participation of the CSOs, FBOs and NGOs in policy formulation at 67% (RGS, 2016).
Hence, rights holders including marginalized people such as men, women, youth, PWD, and elderly people should be empowered to claim their rights in planning and budgeting processes, which are less enjoyed, unfulfilled and ignored or violated.
Due to the
above gaps and challenges, there is limited substance in proposed interventions across GBS and Imihigo.
Hence, to address gender equality and social inclusion gaps in planning documents mainly in GBS and Imihigo, there is a need of a program for capacity strengthening and advocacy on gender equality, social inclusion, and accountability to ensure the effective gender and social inclusion in planning and budgeting processes.
Therefore, RWAMREC intends to contribute to the strengthening of gender and social accountability mechanisms for effective and inclusive policy response to GBS institutionalization in Imihigo performance contracts.
To contribute to achieve this, there is a need to conduct a Baseline Research to get a clear picture on citizen participation, particularly marginalized people (e.g. women, youth, PWD, elderly people, etc.) in planning and budgeting processes and this will serve as a starting point to measure progress and impact of the project in increasing citizen participation in leadership process and setting up their priorities to influence their district planning.
It is in this framework that RWAMREC is looking for a qualified individual consultant or consultancy company to conduct this baseline study on the said project which will serve as starting point to measure the progress in the project implementation.
Purpose of the assignment
The purpose of this assignment is to support RWAMREC in conducting a high-level Baseline Study to measure progress and impact of the project in increasing citizen participation in leadership process and setting up their priorities to influence their district planning.
Expected outcomes
At the end of this assignment, we expect to have:
• Well-documented notes from consultations with CSOs working with marginalized people ( women, Youth, PWDs and elderly people).
• The Baseline Study final report.
Tasks for the consultant/ Consultancy firm
The consultant will:
• Review all project-related documents;
• Do a succinct literature review of data sources related to the project themes;
• Conduct a reflection meeting with RWAMREC staff (The content and methodology of the session will be guided by and agreed upon with RWAMREC staff working on FCDO project, which provides technical assistance to RWAMREC)
Deliverables
The consultant will submit:
• Inception report detailing the methodology for the assignment and the work plan
• Draft baseline report for internal validation
• A final baseline study report.
Requirements for the consultant
• Proven knowledge and working experience of at least 5 years in conducting baseline research in gender equality, gender-based violence, and barriers to gender equality and social inclusion in Rwanda.
• Have worked with and understand policy advocacy in the Rwandan context.
• Understand barriers and to gender and social inclusion in Rwanda
• Have the ability to speak and write fluently in English.
