The Rural Electrification Agency (REA) is a Government institution formed in 2001 to facilitate the provision of electricity to rural areas in an equitable and sustainable manner. REA was birthed through the 1999 Electricity Act approved as a result of the Energy Sector Reforms.

In accordance with the Electricity Act 1999, the Rural Electrification Fund (REF), the Rural Electrification Board (REB) and Rural Electrification Agency (REA) were established through Statutory Instrument no 75 of 2001, to support rural electrification programs. The purpose was to address the low level of electricity access in rural areas which was below 1% at the time.

REA is mandated to implement Government's Rural Electrification Programme including the newly approved Electricity Connections Policy that aims at increasing electricity connectivity in Uganda to 60 percent by 2027. The ECP will initially aim at achieving the 26 percent rural access target by 2022 set out in the Second Rural Electrification Strategy and Plan (RESP-2), 30 percent national target by 2020 set out in the Second National Development Plan (NDP-2).

The Government has invested a considerable amount of funds through REA to construct over 15,000 km of MV and LV projects and as well invested in implementation of last mile connections. Government continues to invest in electrification so as to achieve increased access rates which stand at 27% countrywide and 18% in rural areas on all forms of energy.

In line with the significant investment in financing, it has become necessary to put in place i monitoring and evaluation mechanisms to the different investments and ensure
that value for the funds is realized. To keep abreast of the progress made, there is need to monitor and evaluate progress towards achieving the set targets to ensure timely and corrective action is taken for the electricity sector to attain the goals above.

In line with this, REA is setting up a Monitoring and Evaluation (M&E) Department and would like to recruit a qualified individual to lead and manage the department. REA is seeking to recruit an individual of high integrity, dedication and commitment to the position for which the details can be viewed on REA's Procurement Notice Board or on www.rea.or.ug
Manager Monitoring and Evaluation - (1 Position)

The role of the Manager, Monitoring and Evaluation (M&E) will be to lead the development and implementation of a monitoring and evaluation framework and strategy to inform the achievement of the targets set by REA and Government of Uganda. He/she will plan and coordinate the monitoring and evaluation activities.

The Manager, Monitoring and Evaluation will report to the Executive Director, REA.

Responsibilities

• Support REA in the establishment of the M&E Department.
• He/She will work with the technical departments and the Executive Director at REA to have the department established.
• Conduct a resource needs assessment for establishment of the M & E Department.
• Identify staffing needs and draft terms of reference where necessary.
• Support the design and development of the M&E systems and the results measurement framework for

the monitoring of REA's operations, programmers and projects.
• Identify and develop appropriate monitoring and evaluation tools and methods. Report on progress against targets.
• Analyze the root causes of any shortfalls against the agreed targets set by Management and make recommendations for improvement of methods, systems or standard operating procedures.
• Ensure compliance of procedures and guidelines under donor funded projects. Schedule and conduct monitoring visits, baseline surveys, midterm, and end of project evaluations as well as routine outcome monitoring initiatives.
• Document and share experiences, best practice, lessons learnt and revise tools and procedures applied for replication by other projects in the Country and at REA.
• Participate and contribute to management decision-making processes by availing all the project information acquired from M&E activities.
• Conduct learning reviews for the different key result areas; ensuring that the knowledge gained contributes to ongoing development of theories of change for Government, donors and other necessary stakeholders.
• Contribute to the reformulation of objectives, policies, and strategies in projects.
• Prepare periodic monitoring reports and present these to management, Supervise, coach and mentor other staff in the Monitoring and Evaluation department to ensure they deliver up to expectation.
• Contribute to better designing of projects, improved management and a better assessment of their impact on electrification in Uganda.
• Receive and analyze departmental periodic reports.

Requirements

• Bachelor's degree in Economics, or Electrical Engineering, or Statistics, or Mathematics from a recognized University.
• Master's degree or equivalent in Monitoring and Evaluation, Electrical Engineering, Statistics or Economics.

• At least 10 (ten) years' experience in Monitoring and Evaluation, preferably working in the energy sector.
• He/she should have developed and implemented monitoring and evaluation frameworks of similar nature
• At least five (5) years' experience at senior level of management
• Additional training in project management will be an added advantage
• If an engineer – membership with the Engineers Registration Board will be an added advantage. Proven monitoring and evaluation management experience
• Good interpersonal, communication and public relations skills
• A proven integrity record
• Excellent writing skills,
