Position SummaryThe Access and Safety Manager (ASM) reports to the Country Director through the Deputy Country Director (Operations), with technical reporting to, and liaison with, the Regional Safety & Security Manager.
He will take on a rigorous leadership role in country, being responsible for planning, coordinating, overseeing and advising on safety and security management.
In addition, he will be responsible for ensuring that the Security Risk Assessment and the Country Security Plan updated, and that reports are compiled accurately and submitted to the Country Director timely, while representing the organization in various security coordination fora.
The position is based in Juba, South Sudan but demands substantial travel within South Sudan, with more time being spent in Maban.
Essential Duties and Responsibilities
Designs, establishes and maintains security support systems and ensures that RI is linked via all inter-agency and security coordination lists and fora to ensure RI security presence in the INGO community.
Conducts scheduled and ad-hoc field residencies to each program site for security assessments, audits and continuous staff training, as well as compound security assessments. Residencies and site visits will be fully coordinated via the senior country staff and RSO, with each residency having clear deliverables to be shared with the Country Director and the Regional Safety & Security Manager.
At each program site, conducts a comprehensive assessment/audit of all existing safety and security procedures and their application and practice by all staff, offices, residencies/guesthouses, and implement measures to close any gaps. Inspects all vehicles, drivers and SOPs, provides and implements recommendations in consultation with the Deputy Country Director (Operations) and the Regional Safety & Security Manager, to comply with the minimum RI Field Operational Procedures and SOPs.
Trains, technically supervises and mentors’ national country security staff/focal points. Recommends and/or provides staff training on safety and security in a proactive and positive manner that promotes inclusive participation and leadership among the entire RI team, including expatriates and local national staff. The ASM must be knowledgeable and sensitive to the training needs and issues that must be understood to promote a positive organizational profile, cultural respect, and abide by the RI Code of Conduct.
Takes a lead on regular safety and security drills for all country offices and trains SFPs and national security officers in how to conduct drills, and ensures that they implement drills regularly.
Leads the cyclic
process of design, establishment, review and revision of security policies and procedures to ensure understanding, buy-in and compliance by staff, and routinely revises safety and security plans to adapt to evolving security developments in conjunction with the Deputy Country Director (Operations) and the Regional Safety and Security Manager.
Liaises with UN & inter-agency security personnel on security matters for country programs; advises Country Director and Regional Safety and Security Manager on security issues and provides security briefings and updates for RI staff and visitors.
In close coordination with the Deputy Country Director (Operations), develops and maintains contacts with national law enforcement agencies, where appropriate, respects and is fully current at all times on political issues and local policies that impact RI and INGO operations and safety.
Conducts himself/herself in a manner that ensures reduced risk of exposure to issues with any group or government, and presents the RI programs in a respectful and positive manner in all inter-agency interactions.
Maps and reports security incidents, ensures that biweekly security reports capture major threat trends and are submitted timeously, develops situation-specific, coordinated evacuation plans, writes well-researched security incident reports, including trend analysis, for review by the Deputy Country Director (Operations) and the Regional Safety & Security Manager.
Requirements
Bachelor's degree or equivalent
A minimum of four (4) years' experience in a similar role with country-wide responsibilities. South Sudan experience and strong understanding of the context is very important.
Proven ability in security management and/or crisis management in unstable and insecure environments. Previous experience managing humanitarian crisis/emergencies an added advantage.
Effective technical/instructional skills.
Strong analytical and organizational skills with the ability to manage multiple complex tasks independently.
Strong leadership and communication (interpersonal, verbal and written) skills.
Excellent computer skills with solid knowledge of MS Office.
Experience in training adults using modern methods.
Experience in a multi-cultural environment necessary.
Experience in conducting assessments preferred.
Ability to travel in South Sudan up to 70%
This is position is based in Juba South Sudan with frequent trips to and residency in Maban and other High Risk locations in the Upper Nile.
