Job summary

Director Operations will report to the PI and will be responsible for overseeing all aspects of budgeting, financial management, and reporting; sub-award management and procurements; human resources management; asset management; logistics; and compliance with terms and conditions of the awards. He/ She will be responsible for managing the program budgets and preparing financial reports for submission to Donors.

The Director of Operations will also ensure financial management systems and processes are compliant with donor regulations and policies. He/ She will ensure systems and processes are implemented effectively to support the implementation of the grants, including fraud and risk mitigation practices

Responsibilities and duties

  • Establish accounting and financial systems for the programs in compliance with donor regulations and ROM policies and procedures and document, maintain and ensure compliance with updated finance and administration policies.

  • Lead the development, monitoring, and review of program budgets; conduct monthly financial analysis and expense reports to determine gaps and take appropriate actions, as required in consultation with PI

  • Provide financial reports, including pipeline analysis, quarterly project reports, as requested by the donor

  • Develop program procurement plan and ensure proper procurement policies and guidelines are followed when purchasing Program supplies and equipment.

  • Maintain and administer an on-site financial accounting and bookkeeping system (QuickBooks) required to assure the integrity and effective performance of financial operations and prepare monthly reports

  • Build capacity of subgrantees to ensure improved compliance with donor requirements and to manage the grant and assist the partners in the budget development process and perform budget analysis duties.

  • Assists in the interpretation of Donor regulations for local partners and coordinate the assessment and identification of needs for training in compliance, budgeting and financial management and their implementation.

  • Maintain payroll system including tracking benefits and allowances, ensuring compliance with all applicable taxes and tax reporting.

  • Facilitate the work of external audits and ensure that financial records are properly maintained and
    readily available during audits

  • Manage organizational risk and liability, particularly related to ensuring compliance with all relevant Donor regulations and local laws.

  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts in concert with project goals to ensure rapid and sustainable results

    Qualifications, Skills and Experience

  • Master’s Degree in Business Administration, Finance, Accounting or relevant field Professional certification (CPA or ACCA).

  • Minimum of 10 years of experience in financial and administrative management for large donor-funded development programs (>$20M of total award size).

  • Demonstrated expertise in administrative and financial management in development assistance projects

  • Knowledge and proven experience working within donor financial reporting and compliance requirements.

  • Experience in risk management and implementation of internal controls.

  • Experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects

  • Experience in developing and/or implementing finance and accounting policies, procedures and systems

  • Ability to coach, mentor and develop financial and administrative capacity of partners including government staff

  • In depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise, and Microsoft Office Knowledge Skills and Abilities

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions

  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.

  • Good presentation and facilitation skills
