Job DescriptionThe PEAL Officer-Planning will be responsible for all planning activities that that largely comprise of cluster preparation, formulation of programmatic designs, coordination and implementation baseline assessments and research framework for different projects.
He/she will ensure continuous expansion and roll out of Raising The Villages programs in a scalable and sustainable framework through continued stake holder engagements.
Provide technical assistance to the implementing team, particularly in relation to community entry, project implementation and follow-ups.
The Planning office takes in conducting baseline surveys focusing on village mapping and profiling, household income surveys, needs assessments and RTV’s standard evaluations at baseline.
He/she provides leadership and mentorship to short term contract staff that support RTV’s field work, foster research and innovation towards achieving the organization goals of improving household income
Roles & Responsibilities
Coordinate large teams of field contractors while conducting village mappings & profiling (Baselines and explorations), ensuring that data on village services and profiles is collected and digitized for stored in RTV Database for further use.
Coordinate baseline assessments / surveys within potential partner communities, including data collection on household income and poverty levels, data cleaning, coding, validation, sorting & entry and aggregation to inform program designs.
Collaborate with the implementation team and district heads to formulate programmatic designs, with proper resource allocation based on prioritized community needs and proposed solutions.
Ensuring that the quality of the designs and their costing meets the desired RTV standards and are strong enough to address community needs and challenges. The designs must be crafted with an overall objective of improving household income and eliminating poverty among last mile households.
Contribute to Raising The Village programmatic expansion and roll-out plans through supporting management in identifying and engaging potential partner communities. This shall include ensuring a comprehensive stakeholder (government, local leadership, other DPs and Partner Communities) engagement process to enable sustainability
Participate in PEAL strategic planning activities (Quarterly/Annual) and Tracking. Work with the lead planning to formulate realistic workplans and schedules to be followed on a weekly, monthly, quarterly and annually while exhibiting a track record of results that align with the organization long and short-term goals.
Participate in project monitoring and provide follow up support. Applying a mix of participatory and conventional M&E approached to project monitoring, progressively sharing findings and lessons learnt for improvement.
Contribute to the regular revision and updating of the project log frame matrix, ensuring that the performance indicators are well aligned with the
results chain hierarchy for better program measurement.

Requirements and Experience
Qualifications
University degree in Statistics, Social Sciences, Economics or related field
Post graduate qualification in Monitoring & Evaluation and, or Project Planning and management preferably from Uganda Management Institute (UMI) would be an added
Essential
At least two years of experience in the development sector
Minimum of 2 years’ experience in-design of program designss.
Demonstrated knowledge and understanding of the application of Theories of Change (TOC), results/logical frameworks, and the development/implementation of learning agenda
Proven experience in planning and designing of international and local development programs, with in-depth knowledge of Management
Information Systems, Monitoring and Evaluation and Development issues
Establishes, builds and maintain effective working relationships with staff and partners to provide support
Strong training & facilitation
Experience in designing and implementing field measurements/operations research and other studies
Proficient in Microsoft suite, especially Excel, word and PPT.
Excellent oral and written communication skills with fluency in a local language where
Raising The Village works would be considered an added advantage
