Raising the village PEAL officer – Learning & Development Jobs in Uganda
The PEAL – Learning & Development Officer will work coordinate and support the development and delivery of effective learning & development initiatives.
He/she will identify growth needs, design, create and deliver solutions to drive improved practices internally and externally.
They will oversee processes to package and disseminate learning evidence from RTV’s programmes, ensuring quality frameworks.
Help the organization staff and partner communities visibly take note of programmatic areas that require improvement and development. Identifying program achievements and success that are worth emulating and replicating.
Practical participation in implementing a wide range of solutions and actions that would contribute to RTV’s overall goals of eliminating extreme poverty amongst last mile communities.
Roles & Responsibilities
Development of training and Learning resources (50%)
Supporting initiatives by the organization to identify, design and document training manuals and job aids, focusing on training gaps that exist internally and externally.
Innovating sustainable solutions to issues and challenges highlighted as key bottlenecks to program and project success.
Developing, popularizing and implementing Programmatic learning resources and tools including RTV’s performance Master Score Card, Community feedback and report card, utilization of recommendations from project monitoring and evaluations and balanced score card among others.
Working with teams like the communications team, the evaluation and planning units and other program officers in identifying and documenting success stories across project sites and partner communities. Taking key lessons for learning and improving project performance.
Take lead in the development of workplans, schedules and guiding tools or policies that would trigger project teams and management to continuously engage in learning and taking lessons from previous and ongoing programs for general project pavement.
Delivering and disseminating training and Learning products to internal and external audiences (50%)
Participating in efforts to influence staff and partners towards positive social behavioral change, using tools and tactics that drive positive change that is transformational for both mindset and social behavior.
Motivate staff to engage and participate in learning activities, including timely submission of activity and post activity reports.
Translating lessons learnt during project follow up and monitoring to inform and better program designs and operations. Disseminating outcomes from evaluations as supporting evidence to help fix project failures & scale success.
Take lead in helping the organization keep sight of best practices, but also to redirect and refine RTV methodology towards projects that have proven effective and efficient in delivering the most desired outcomes.
Undertake evaluation of all learning & development interventions and measuring against agreed Key Performance Indicators (KPIs), while keeping sight of RTV’s results chain, theory of change
and logical frameworks.
Promote e-learning learning and use of technology as a tool for organization growth, attainment of results and development.
Active participation in implementation of recommendations, innovations and actions that are aimed at fixing project issues.

Requirements and Experience
Core Competencies

Communication: Practice open, transparent, and proactive communication, adapting messages to different audiences. Use of technology and diverse communication approaches.
Documentation and Reporting: Able to document precise and concise reports that are easy to read and trigger actions. Use of visuals and graphics to bring out strong communication and reporting for learning and development.
Strong training and Facilitation Skills: Strong public speaking, teaching, training and coaching. Confident enough to trigger behavior change among staff and communities
Qualifications
Degree in Statistics, Economics, Computer Science, Civil Engineering, Business Computing, Education, Gender development, Iinternational development or related
Post graduate qualification in Monitoring & Evaluation and, or Project Planning and management preferably from Uganda Management Institute (UMI) would be an added
Proven experience in Learning & Development initiatives & capacity building skills.
Sound knowledge of training and development principles and practices.
Understanding of processes of individual growth and how learning and training programs will enable staff growth.
