The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities.
The contracting strategy entails 9 main packages (EPcmC, EITS, Thermal Insulation, Line-pipes, LLIs POs, AGI stations, Pipeline and Marine Terminal – MST, and PV Farms) to be executed through 15 to 18 different direct main contracts. An EPcmC contractor will be in charge of Detailed Engineering, Procurement and construction management support interfacing will all other contractors for the project.
EACOP direct personnel, including partners’ secondees, mobilized in UK, Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, contractors inclusive, who will be mobilized across the various sites for construction activities.
AccountabilitiesThe Environmental Lead is required to mobilise on a rotational assignment based in the field i.e., Lot 1, 2 or 3.
The Environmental Lead will report directly to the Environmental Manager. He/she will be responsible to ensure that the pipeline, AGIs, EITS and other facilities are constructed in compliance with the approved ESIA, ESAP, BAP and ESMPs, as well as the relevant national and international legislation and standards, and EACOP policies/procedures.
Given that environmental monitoring of major construction projects including oil and gas pipeline is a developing field in in Uganda and Tanzania, it is expected that the Environmental Lead will be stationed in the field providing support, training, and capacity building to the site-based environmental teams.
Documentation: Take detailed notes and photographs to document the field construction process. Report all required field activities as per field forms.
ActivitiesThe Environmental Lead will report to the Environmental Manager and will have the following responsibilities:
Directly supporting the EPcmC staff & the CONTRACTORs ensuring delivery of the Pipeline and associated AGI, and EITS infrastructure are on-time and to budget.
Participate & provide input to the development of Contractor Control Plans (CCP), Contractor Implementation Plans and Procedures (CIPP), oversee contractor Implementation of ESIA, ESMP, ESAP, BAP commitments and other related project documents.
Environmental management of the respective Lot to ensure the project is executed in accordance with Project Environmental Standards (PES) including Uganda and Tanzania regulatory requirements (where applicable), TOTAL standards, applicable international performance standards (IFC Performance Standards, Equator Principles IV, World Bank EHS guidelines and other related best practice.
Ensure that project environmental reporting and all ESIA matters comply with IFC requirements.
Build & maintain solid relationships & engage with management representatives, Company, & Partners.
Supervise, lead, and provide coaching to environmental supervisors and advisors.
Act as an interface between company site environment teams and the environmental manager.
Participate in project Go/No-go, and Environment reviews for project mobilization.
Review and approve of Contractor’s submitted project environmental documents, such as Method Statements, EMP, SOP’s and WMS etc.
Engaging and advising the leadership staff in their environmental roles and responsibilities.
Develop and implement the main Environmental Coordination Plan and Environmental Inspection Matrix.
Ensure any environmental design mitigations are captured in CONTRACTORS EMP and related procedures.
Verifying CONTRACTOR have all valid
environmental related permits and regulatory compliance and requirement approvals.
Actively participate in the company audit and self-assessment program for environmental compliance.
Maintain databases and record storage for Environmental systems reports and compliance audits.
Participate in H2SE environmental Inspections, Reviews, and Assessments.
Investigate external environmental complaints, verify, and prepare reports based on the findings.
Participate in Environmental Incident Investigations or Incident Review processes
Manage, monitor, and direct surveillance and inspection activities of EPcmC environmental advisors.
Monitor, manage and report on the environmental activities of contracted 2nd & 3rd party services.
Expedite and report on the status of site environmental compliance against agreed Environment KPI’s.
Proficient as lead representative for presenting Environment systems to internal and external auditors.
Review and comment on COMPANY CONTRACTORS’ Environmental inspection reports and act accordingly.
Attend COMPANY CONTRACTOR Environmental audits and engage as directed.
Attend regular scheduled project meetings as required and verify Environmental metrics and KPI’s tabled.
Perform inspections of field environmental mitigations to ensure Environment compliance.
Mandatory Qualifications, Experience & Competencies Required
Education: Master of Science degree with at least 12 years’ environmental management experience in the construction industry, preferably oil and gas, onshore pipeline & related facility scopes are essential.
Experience: Good environmental field experience and knowledge of TOTAL standards, applicable international performance standards (IFC Performance Standards, Equator Principles IV, World Bank EHS guidelines and other related best practice including Uganda and Tanzania regulatory requirements (where applicable).
Working experience with lender financed projects e.g., WB, IFC, EBRD, ADB, AFD, KfW, AfDB, EIB etc.
Detailed knowledge and understanding of ISO 14001, ISO 31000.
Required Competencies
Competency and proven experience within Worley or equivalent proprietary management systems and associated desktop applications for project delivery
Competency within industry applications such as Assure, OMIE, Aconex, PowerBI, P6, SharePoint, Adobe, MS Office – Word, Excel, PowerPoint, Visio
Staff management experience (knowledge of mentoring and motivation techniques).
Autonomous, self-motivated, and flexible with the ability to adapt quickly to change or shifting priorities.
Experience in analysing environmental data to report accurate KPI’s and potential non-compliance status back to the project management team.
Excellent English communication skills (oral and written) including the ability to articulate Environmental concerns and solutions with teams consisting of individuals with various technical and educational backgrounds.
Physical ability to work in the field and conduct inspection in difficult terrain.
Effective communication and interaction with construction crews in the field and management teams.
Demonstrate proficiency in the interpretation of Environmental plans, policies, and regulations.
Working knowledge of regulatory requirements such as environmental compliance regulations, and local permit requirements.
Knowledge of root cause analysis (RCA); data-driven decisions, Environment risk analysis and analytical reporting.
Previous experience working with multicultural contractors’ and reporting their Environment performance.
