Context and Environment:
EACOP project includes a 1,445km 24” oil export pipeline, 8 above ground facilities, a green filed marine terminal with an export jetty and a Series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from upstream facilities will tie-in to the EACOP project. The project contracting strategy entails 8 main packages to be executed through 15 different main Contracts. An EPcmC Contractor oversees Detailed Engineering, Procurement, and construction management support interfacing with all other Contractors.
EACOP direct personnel, including partner’s secondees will be more that 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, when including Contractors, expected to be mobilized across the various sites for EACOP Classification: Restricted Distribution EACOP – All rights reserved. Construction activities.
The pipeline project will be the largest privately led with Government participation transnational infrastructure project ever undertaken in the East African region. The context is complex with numerous stakeholders, environmental and societal / local content stakes, three partners, two involved countries new to oil development (Uganda and Tanzania), and the need for project development following IFC standards to secure the necessary financing
Key Duties and ResponsibilitiesManagement/Administration of the EPS Contract:To manage/administer the EPS Contract according to the Project contract administration procedure, and all other relevant Project procedures/processes.
To analyze the contractual correspondence received from the Contractor, and to prepare the contractual correspondence to be sent to the Contractor.
To ensure timely submission and adjustment by the Contractor of all deliverables; including, guarantees, insurances and certificates as per the EPS Contract.
To prepare the certificates to be issued by project, as provided for in the EPS Contract, for signature by the parties involved.
To participate in weekly and monthly meetings and Change Order (CO) meetings with the Contractor, and to prepare the corresponding minutes of the meetings.
To participate in follow up of the invoice payment process including liaison with other Project disciplines, cost control, tax, finance, etc.
Variation Orders:
To analyze the Change Order Requests (CORs) received from the Contractor, related to the EPS Contract, and to prepare a recommendation.
To prepare presentations and to participate in the
Project Contracts Committee for CO approvals.
To prepare and issue COs for formal signature.
To draft and obtain the approval, from the project Legal Advisor and from the C&P Manager when modifications need to be made to the EPS Contract agreement.
To follow-up on the CO circulation and approval process, and to maintain the local CO register.
Subcontracts:
To assist the Procurement team in ensuring that the Contractor is performing all purchasing and subcontracting in accordance with EPS Contract requirements, including:
Selection of vendors
Follow up of purchase orders and any modifications thereto and obtaining the necessary approvals at the different stages (call for tender stage, purchase order, top-up orders).
To check that local company approval, when required, is requested, and obtained in good time.
Preparation, Management and Administration of other Contracts:
To prepare, manage and administer, upon request, additional contracts related to the Project work.
To follow the circulation and signature of such contracts according to the contract preparation procedure.
To manage, administer and modify these contracts as required.
Accountability:
Ensure compliance with Tanzanian rules, regulations, shareholder and governmental agreements, and standards relevant to project activities and project implementation in compliance with requirements in construction deliverables and site activities.
To ensure compliance with project requirements and regulatory frame in pipeline construction related activities.
Supporting and coordination EACOP project teams
Mandatory Requirements
A minimum 10-year previous experience in a similar project, industry and role is required.
Experienced contract engineer with extensive industry experience including EPS/EPCM type contracts, purchase orders for bulk materials, equipment package contracts.
Added Advantage
Previous experience of Total Energies’ forms of contracts would be an advantage.
Fluency in English (speaking and writing). French would be an advantage.
