Public Service Commission Works Secretary - (1 Post) - V/No.56/2017 Career Opportunities in Kenya
(Job Group ‘T’)
For appointment this grade, a candidate must have:Served for a cumulative period of twenty (20) years, three (3) of which should have been in the grade of Senior Principal Superintending Engineer (Electrical, Mechanical, Building Services or Structural), Quantity Surveyor, or Architect, Job Group ‘R’ and above or in a comparable and relevant position in the Public Service;
A Bachelor’s degree in any of the following disciplines: Land Economics/Quantity Surveying, Architecture, Civil Engineering, Mechanical Engineering (Building services) or any other relevant and equivalent qualification from a university recognized in Kenya;
Registered with Professional bodies such as Body of Registration of Architects and Quantity Surveyors of Kenya (BORAQS) and Engineers Registration Board of Kenya (ERB).
Attended a Strategic Leadership course from a recognized institution;
Demonstrated a high degree of professional competence, administrative capacity required for effective planning, directing, controlling and coordinating building development programmes.
A thorough understanding of National goals, policies and programmes and the ability to successfully play part in their implementation.
Note: possession of a Master’s degree in a relevant field will be considered an added advantage.
Duties and Responsibilities
Appointing of Project Managers Representative (PMR)
Overseeing the planning, Development and Maintenance of Buildings and other public works.
Developing of linkages with the roads and building sub sectors and related activities.
Co-coordinating of registration of consultants and contractors.
Monitoring the implementation and progress of reforms in buildings and other Public Works sub sectors;
Preparing, upgrading and reviewing of legislation pertaining to Works sub sector.

For appointment to this grade, a candidate must have:
Served for a cumulative period of eighteen (18) years, three of which should have been in the grade of Principal Superintending Engineer (Mechanical), Job Group ‘Q’ and above or in a comparable and relevant position in the Public Service.
A Bachelor’s degree in Mechanical Engineering or any other relevant and equivalent qualification from a university recognized in Kenya;
Been registered by the Engineers Registration Board of Kenya;
Corporate Membership with the Institution of Engineers of Kenya (IEK);
Attended a Project Development and Management course lasting not less than four (4) weeks from a recognized Institution;
Attended a Strategic Leadership Course from a recognized Institution;
Demonstrated a high degree of professional competence, administrative capability required for effective planning, direction, control and coordination of building services development programmes;
A thorough understanding of National goals, policies and programmes and the ability to translate them to the building services engineering functions.
Note: possession of a Master’s degree in a relevant field will be considered an added
advantage.
Duties and Responsibilities
Formulating policy and developing standards in fire and mechanical building services.
Overall responsibility for design, installation and maintenance of fire and mechanical engineering services in all government buildings and institutions;
Coordinating
implementation of operational policies and guidelines in conjunction with other departmental heads;
Providing advice and assistance to other Ministries and Government Statutory Boards on matters relating to fire and mechanical building services;
Securing and managing financial support for engineering services development plans;
Formulating and implementing departmental policy matters and general administration of the department;
Overseeing the financial and asset management issues of the department.

Served for a cumulative period of fifteen (15) years, three of which should have been in the grade of Chief Superintending Engineer (Mechanical), Job Group ‘P’ and above or in a comparable and relevant position in the Public Service;
A Bachelor’s degree in Mechanical Engineering or any other relevant and equivalent qualification from a university recognized in Kenya;
Been registered by the Engineers Registration Board of Kenya;
Corporate Membership with the Institution of Engineers of Kenya (IEK);
Attended a Strategic Leadership Course from a recognized Institution;
Demonstrated general administrative ability required for direction, control and implementation of mechanical building services programmes.
Note: possession of a Master’s degree in a relevant field will be considered an added advantage.
Duties and Responsibilities
Reviewing and updating policies, systems and procedures for design and installation of mechanical and fire services;
Formulating and reviewing general policies on procurement of spare parts to ensure efficiency in the repair and maintenance of all equipment and plant;
Overall planning, controlling and co-ordination of mechanical and fire engineering services designs, installation and maintenance;
Carrying out quality assurance of fire and mechanical services;
Approval of consultants designs; and
Co-ordinating evaluation and monitoring adherence and compliance with the set commitments and indicators in the departmental performance contract.
