Job Responsibilities

Job Dimensions

1. Oversee the implementation of the departmental approved budget and Procurement and asset disposal plan;

2. Initiate departmental expenditure;

3. Direct the preparation of departmental procurement and asset disposal plan;

4. Steer the implementation of departmental resource mobilization strategies.

1. Take full responsibility of the assets under the department

2. Report to the head of procurement through head of Administration on all assets under his/her care which require to be disposed.

1. Predominantly works in office setting at the headquarters with occasional international and local travels;

2. Deal with sensitive and risky matters;

3. Operate within legislated timelines and strict deadlines resulting to long hours
Responsibility

1. Coordinate the development of policies and strategies for managing the Public Procurement information state portal

2. Lead in the development of policies and strategies public procurement and asset disposal central repository, knowledge management information;

3. Manage the Public Procurement and Asset Disposal Resource Centre with all relevant artefacts & documentation.

4. Coordinate the development and management of a central database on:-

a) complaints against procuring entities;

b) debarred contractors;

c) market prices of goods, services and works;

d) benchmarked prices;

e) state organs and public entities that are non-compliant with procurement laws;

f) statistics relating to public procurement and asset disposal;

g) price comparisons for goods, services and works; and

h) any information related to procurement that may be necessary for the public.

5. Coordinate the review, development, implementation of knowledge management policies and procedures;

6. Oversee the development and maintain knowledge management systems, policies, frameworks and mechanisms for effective knowledge transfer and organizational learning;

7. Lead in the execution and enforcement of knowledge management systems policies, frameworks and mechanisms for effective knowledge transfer;

8. Lead the mainstreaming of risk management strategies within the Department;

9. Coordinate the mainstreaming of quality management policies and strategies within the Department.

10. Undertake knowledge assessment to identify the extent to which existing knowledge is in alignment with its strategic requirements and the shortfalls and gaps in knowledge needed to support the Authority’s goals;

11. Facilitate an environment/atmosphere which fosters innovation and knowledge sharing and dissemination;

12. Facilitate establishment of communities of practice to provide for learning and a platform for innovation;

13. Facilitate development and implementation of a reward and recognition systems for innovation and knowledge sharing.

14. Oversee the maintenance, preserving and archiving knowledge in the areas of public procurement in
collaboration with the relevant institutions.

15. Initiate and develop information security management strategies to safeguard knowledge management resources.

1. Advise the Director, Research, Innovations and Business Systems on the implementation on central repository and information arising from the Public Procurement Information Portal;
2. Oversee the management of the daily operations of the Resource Centre;

3. Consolidate monthly, quarterly and annual reports;

4. Provide relevant information from the Resource Centre to other internal departments and external stakeholders/partners.;

5. Create relevant databases and updating that information thereof in compliance with data protection laws;

6. Mentor and coach Resource Centre staff;

7. Implement Performance Management System in the department;

8. Develop and implement strategies to mitigate risks in knowledge management;

9. Identify and understand stakeholder information requirements and ensure the systems put in place are able to capture the necessary data;

10. Prepare and implement departmental budgets, procurement and asset disposal plans and work- plans;

11. Implement Board resolutions regarding the central repository and the state portal;
12. Chair departmental meetings;

13. Nominate staff from the department to various committees at the Authority;

14. Sign off departmental documents;

15. Submit departmental reports to Director – Research, Innovations and Business Systems;

16. Monitor implementation of contracts regarding the department on behalf of the Authority;

17. Appraise staff of the department.

Job Requirements

Academic

1. Masters degree in Information Sciences or equivalent from a recognized university

2. Bachelors degree in Information Sciences or equivalent from a recognized university.
Professional

1. Professional qualification and membership to a professional body and in good standing;

2. Management course lasting not less than four (4) weeks or its equivalent.

Experience

1. A minimum period of Ten (10) years relevant work experience, four (4) years of which should have been the level of management.
