Responsibility

1. Provide leadership and effective coordination in the management and implementation of the ethics, standards development and advisory functions in the department;

2. Coordinate the review and advisory to clients on public procurement and asset disposal matters;

3. Guide provision of advice to law enforcement agencies for effective investigation and prosecution of public procurement and asset disposal offences;

4. Coordinate review of the overall functioning and performance of the public procurement and asset disposal system and advise on matters that require amendments to the Public Procurement and Asset Disposal law;

5. Guide development and issuing of public procurement and asset disposal standards to strengthen the public procurement & asset disposal system;

6. Oversee development of capacity of stakeholders on use of standard documents, formats, and templates;

7. Coordinate sensitization forums of stakeholders on ethical conduct and practice in public procurement and asset disposal system;

8. Lead in preparation and execution of annual budget, work plan, procurement and disposal plan for the department;

9. Lead in the formulation and implementation of strategies to strengthen and enhance efficiency and effectiveness in procurement standards, advisory and ethics;

10. Coordinate collection, collation and organization of relevant data/information from departmental activities for posting on the Public Procurement Information Portal and sharing with other stakeholders as and when required;

11. Coordinate preparation, review/quality assurance and submission of departmental reports, monthly, quarterly and annual departmental reports to relevant users/recipients internally and externally;

12. Facilitate effective communication and strategic linkages/partnerships/ collaborations with the department’s relevant internal/external stakeholders;

13. Oversee preparation and implementation of departmental budget, work plan, procurement and disposal plan and activity schedules;

14. Lead in the formulation and implementation of risk and quality management frameworks that are mainstreamed in the operations of the department;

15. Promote adherence to the principles of good governance, ethics and integrity in the department;

16. Provide leadership in the formulation and implementation of corruption prevention and mitigation strategies in the department.

17. Collaborate and create strategic linkages and partnerships with government agencies and stakeholders on promotion of ethical practices in public procurement and asset disposal system; and development of standards;

18. Oversee benchmarking and development of procurement standards and guide development of the Code of Ethics for persons involved in public procurement and asset disposal system in Kenya;

19. Guide management and board on promotion of ethical practices and use of standard;

20. Oversee the adoption of information & communication technology systems within the department to ensure efficient service delivery;

21. Articulate matters on Public Procurement and Assets Investigation in various local and international forums;

22. Ensure a high performing culture and encourage a team-based environment to motivate, mentor, develop and nurture the staff and inspire staff to work collaboratively towards realization of the Authority’s vision, strategic goals and
objectives;

23. Advise the Director, Licensing and Standards on the implementation of the departments mandate;

24. Provide relevant information on the department’s activities to other departments and external stakeholders;

25. Prepare and implement departmental budgets, procurement and asset disposal plans and work- plans;

26. Implement Board resolutions regarding the departments mandate;

27. Articulate matters relating to the department in meetings;

28. Validates and signs off departmental documents;

29. Monitor implementation of contracts regarding the department; 10.Appraise direct reports;

30. Appraise direct reports;

31. Maintain an up-to date database on advisory requests issued and frequently asked questions;

Job Dimensions

1. Oversees the implementation of the departmental approved budget and Procurement and asset disposal plan;

2. Initiate departmental expenditure;

3. Direct the preparation of departmental procurement and asset disposal plan;

4. Steers the implementation of departmental resource mobilization strategies.

5. Works in an office setting.

6. Occasional out of station travel within and outside the country.

3. Demanding work environment.

4. Appearing in courts to provide public procurement and asset disposal expert advice

5. Risks pertaining to advice on public procurement and asset disposal matters issued to stakeholders.

6. Accountability for decisions made.

7. Exposure to risks incidental to the implementation of the mandate of the Authority, including threats to life, security risks, disruption of work life balance, exposure to hazards like accidents, diseases.

Job Requirements

Experience

•At least (10) years of relevant work experience, four (4) years of which should have been at the level of management.

Academic

•Master’s Degree in any of the following disciplines; Procurement and Supply Chain Management, Applied Sciences, Biological Sciences, Physical Sciences, Social Sciences, Business Studies, Education, Law or related field from a recognized institution.

•Bachelor’s degree in any of the following disciplines; Procurement and Supply Chain Management, Applied Sciences, Biological Sciences, Physical Sciences, Social Sciences, Business Studies, Education, Law or related fields from a recognized institution; and

Professional

•Professional Diploma in a relevant field or its equivalent qualification from a recognized institution;

•Management course lasting not less than 4 weeks from an institution recognized in Kenya; and

•Membership in a relevant professional body in good standing.
